Wijziging van de Telecommunicatiewet ter uitvoering van de netneutraliteitsverordening
This Dutch bill amends the Telecommunications Act (Telecommunicatiewet) to put into effect the EU net neutrality regulation. The EU rules require internet access providers to treat all internet traffic equally, without blocking, slowing down or prioritising particular services or applications for commercial reasons. The bill adjusts national law so that the Netherlands can enforce these obligations, including the powers and responsibilities of the national telecom regulator. Internet access providers operating in the Netherlands are primarily affected, as they must follow the non-discrimination rules and any national enforcement arrangements. End users, including households and businesses, are the intended beneficiaries, since they should be able to access the content and services of their choice. Content and application providers may also be indirectly affected by how traffic management is regulated.
