Terms of Service
The contract that governs your use of GovLens — read carefully before you sign up or call our APIs.

These Terms of Service (the "Terms") govern your access to and use of the GovLens website at govlens.eu, our APIs, embeddable widgets, email and SMS notifications, and all related services (together, the "Service"), operated by Trelvio Technology OÜ ("GovLens", "we", "us", or "our").
By creating an account, accessing the Service, or using our APIs, you agree to be bound by these Terms and by our Privacy Policy. If you do not agree, do not use the Service.
1. About GovLens
GovLens is an EU legislative-transparency platform that aggregates, structures, analyses, and publishes data on European and national legislation, Members of the European Parliament, voting records, lobbying activity, public consultations, and EU budgetary expenditure. The Service is intended for citizens, journalists, researchers, civil-society organisations, and policy professionals.
2. Eligibility
You may use the Service only if:
- You are at least 16 years old, or such higher minimum age as required by the GDPR in your Member State;
- You have the legal capacity to enter into a binding contract under the laws applicable to you;
- You are not barred from receiving services under EU or your country's law (sanctions, restricted jurisdictions);
- You agree to provide accurate registration information and to keep it current.
We may refuse, suspend, or terminate accounts that do not meet these requirements.
3. Accounts and Authentication
3.1 Registration
Creating an account requires a verifiable email address and a password (or a supported OAuth provider). You may be asked to verify your phone number for two-factor authentication. You are responsible for safeguarding your credentials and for all activity that occurs under your account.
3.2 Security of credentials
You must notify us immediately at security@trelvio.eu of any unauthorised use of your account or other suspected security breach. We are not liable for losses arising from your failure to safeguard credentials.
3.3 Single account
Unless we expressly agree, each individual may hold only one personal account. Sharing a personal account is prohibited; team and corporate plans provide multi-seat access.
4. Subscription Plans, Trials, and Billing
4.1 Plans
We offer Free, Pro, Team, Corporate, and Enterprise plans. Features and limits applicable to each plan are described on our pricing pages and are incorporated by reference. We may change plan features and pricing on at least 30 days' notice; existing paid subscriptions retain the priced terms in effect at the start of the then-current billing cycle.
4.2 Free trials
Paid plans may include a 14-day free trial. Unless cancelled before the trial ends, your subscription will convert automatically to a paid subscription at the price displayed at sign-up.
4.3 Billing
Paid subscriptions are processed by Stripe Payments Europe Ltd. Recurring charges are taken on the day of conversion and on each renewal date thereafter, in the currency and on the cycle (monthly or annual) you selected. By subscribing, you authorise us and Stripe to charge your payment method.
4.4 Taxes
Prices are exclusive of VAT and other applicable taxes, which will be added at checkout based on your billing address.
4.5 Refunds and statutory withdrawal
EU consumers have a 14-day right of withdrawal under Directive 2011/83/EU. By starting to use the Service during the withdrawal period, you expressly request immediate performance and acknowledge that the right of withdrawal will lapse once the Service has been fully performed. Beyond this, we do not offer refunds for partial periods, except where required by law.
4.6 Late payment, suspension
If a payment fails, we will retry and notify you. We may suspend access to paid features after 7 days of non-payment and terminate the subscription after 30 days. You remain liable for sums due up to suspension.
4.7 Cancellation
You may cancel at any time from your dashboard. Cancellation takes effect at the end of the current billing cycle; the Service remains available until that date.
5. Team, Corporate, and Enterprise Plans
Team owners may invite members up to the seat limit of the plan. The owner is responsible for member conduct and for ensuring members have read and accepted these Terms. Removal of a member ends that member's access to team-shared resources but does not delete their personal account.
Enterprise customers are subject to the Master Subscription Agreement, the Service Level Agreement, and the Security Addendum, together with the DPA. Those documents, together with the applicable Order Form, prevail over these Terms in case of conflict.
6. API Access, Webhooks, and Embeds
6.1 API keys
API access requires a key issued from your dashboard. You must keep API keys confidential. You are responsible for all calls made using your keys, including those that exceed plan rate limits and that incur overage fees, where applicable.
6.2 Rate limits
We enforce per-key and per-IP rate limits to protect the Service. We may throttle, suspend, or revoke keys engaged in abusive or excessive use without notice.
6.3 Webhooks
You are responsible for the security of any endpoint you register to receive webhook deliveries, including signature verification using the shared secret.
6.4 Embeddable widgets
White-label embeds are subject to attribution requirements and the licensing terms set out at sign-up. You may not strip GovLens attribution where it is required by your plan.
7. Acceptable Use
You agree not to:
- Reverse-engineer, decompile, or attempt to extract source code, except as expressly permitted by law;
- Circumvent rate limits, authentication, or other technical controls;
- Scrape, harvest, or systematically download data outside the documented API and within applicable rate limits;
- Re-identify pseudonymised data or attempt to link records to specific individuals;
- Use the Service to transmit malware, phishing content, or unlawful material;
- Use the Service in connection with electioneering disinformation, voter suppression, or harassment of public officials;
- Use the Service to develop a competing product or to train machine-learning models on bulk data without a written licence;
- Resell, sublicense, or redistribute Service data in bulk except as expressly permitted under your plan;
- Misrepresent your identity, your organisation, or your relationship with GovLens;
- Violate the rights of any third party or any applicable law.
We may investigate suspected breaches and may suspend or terminate accounts engaged in prohibited conduct.
8. Your Content
8.1 Definition
"User Content" means any data you submit to the Service, including watchlist notes, saved-view configurations, briefing recipients, profile information, feedback, and any other input you provide.
8.2 Ownership
You retain all rights in your User Content.
8.3 Licence to GovLens
You grant us a worldwide, non-exclusive, royalty-free licence to host, store, reproduce, transmit, display, and process User Content solely to provide and improve the Service, to enforce these Terms, and to comply with law. The licence ends when you delete the content or your account, except for back-ups retained for the periods set out in the Privacy Policy and except for content already disseminated (e.g., emails sent to digest recipients).
8.4 Feedback
If you submit feedback or suggestions, you grant us a perpetual, irrevocable, royalty-free licence to use them without restriction. Feedback is provided "as is", with no expectation of confidentiality.
9. Intellectual Property
9.1 GovLens IP
The Service — including software, design, layouts, logos, the GovLens name, AI-generated summaries, structured datasets, and editorial commentary — is owned by GovLens or its licensors and is protected by copyright, database, trademark, and other laws. Except for the licences expressly granted in these Terms, all rights are reserved.
9.2 Public data
The Service incorporates public-sector information drawn from EUR-Lex, the European Parliament Open Data Portal, the EU Transparency Register, national lobby registers, the Financial Transparency System, the Common Agricultural Policy database, Horizon Europe, ESIF, CORDIS, and other official sources. Such public data remains subject to its original terms (typically the European Commission Reuse Notice or CC-BY 4.0). Where you redistribute public data via our API, you must preserve attribution to the original source.
9.3 GovLens-added value
Our cleaning, normalisation, linkage, AI summarisation, and structuring of public data is the original work of GovLens. Bulk redistribution of GovLens-enriched datasets requires a commercial licence.
9.4 Trademarks
"GovLens" and the GovLens logo are trademarks of Trelvio Technology OÜ. You may not use them without prior written consent except for nominative reference (e.g., "data sourced from GovLens").
10. Public Figures and Corrections
The Service publishes information about public figures (MEPs, registered lobbyists, beneficiaries of EU funds) acting in their public capacity, drawn from official registers. If you are such a person and believe a record is inaccurate, you may submit a correction request to corrections@trelvio.eu. We will assess the request against the underlying public source and either update the record, annotate it with your response, or explain why we will not change it. We are not liable for inaccuracies in the public sources themselves.
11. Disclaimers
11.1 Not legal advice
The Service is an information and analysis tool. Nothing in the Service — including AI-generated summaries, impact analyses, and highlighted excerpts — constitutes legal, financial, tax, regulatory, or professional advice. You must not rely on the Service as a substitute for advice from a qualified professional.
11.2 AI outputs
AI-generated summaries are produced by large-language-model providers and are clearly labelled. They may contain errors, omissions, or hallucinations. You are responsible for verifying AI outputs against the underlying source documents.
11.3 Public data accuracy
We make reasonable efforts to ingest and update public data accurately and promptly, but we do not guarantee completeness, currency, or freedom from error.
11.4 "As is"
To the maximum extent permitted by law, the Service is provided "as is" and "as available", without warranties of any kind, express or implied, including warranties of merchantability, fitness for a particular purpose, non-infringement, accuracy, or uninterrupted operation. Some jurisdictions do not allow the exclusion of certain warranties; in those jurisdictions our warranties are limited to the minimum permitted.
12. Limitation of Liability
To the maximum extent permitted by law:
- We are not liable for indirect, incidental, special, consequential, or exemplary damages, including loss of profits, revenue, data, goodwill, or business opportunities, even if we have been advised of the possibility of such damages.
- Our aggregate liability for all claims arising out of or relating to the Service in any 12-month period is limited to the greater of (a) €100 or (b) the fees you actually paid us in that period.
- Nothing in these Terms excludes or limits liability that cannot be excluded or limited under applicable law, including liability for death or personal injury caused by negligence, for fraud, or for infringement of mandatory consumer-protection rights.
13. Indemnification
You will indemnify and hold harmless GovLens, its directors, employees, and agents from and against any third-party claims, damages, liabilities, costs, and expenses (including reasonable legal fees) arising from (a) your breach of these Terms; (b) your User Content; (c) your unlawful use of the Service; or (d) your violation of any third-party right. This Section does not apply to consumers where excluded by mandatory law.
14. Suspension and Termination
We may suspend or terminate your access at any time, with or without notice, if (a) you breach these Terms; (b) your use exposes us to legal or security risk; (c) we are required to do so by law; or (d) we cease to offer the Service. You may terminate at any time by deleting your account.
On termination, your right to use the Service ends immediately. Sections that by their nature should survive termination (including Sections 8.3 (last sentence), 9, 11, 12, 13, 14, 16, 17, and 18) will continue in force.
15. Modifications
We may amend these Terms from time to time. Material changes will be notified by email and by an in-product banner at least 14 days before they take effect. Continued use after the effective date constitutes acceptance. If you do not accept the changes, you must stop using the Service and may close your account.
16. Governing Law and Jurisdiction
These Terms are governed by the laws of the Republic of Estonia, excluding its conflict-of-laws rules and excluding the United Nations Convention on Contracts for the International Sale of Goods. The courts of Harju County (Harju Maakohus), Tallinn, Estonia have exclusive jurisdiction, except that:
- Consumers domiciled in the EU may also bring proceedings in the courts of their place of domicile and benefit from the mandatory protections of the law of that place;
- Either party may seek injunctive or equivalent relief in any court of competent jurisdiction.
EU consumers may also use the European Commission's Online Dispute Resolution platform at ec.europa.eu/consumers/odr.
17. Force Majeure
Neither party is liable for delay or non-performance caused by events beyond reasonable control, including acts of God, war, terrorism, civil unrest, strikes, pandemics, government action, internet or power outages, or third-party service failures.
18. General
- Entire agreement. These Terms, together with the Privacy Policy and any plan-specific terms, constitute the entire agreement between you and GovLens regarding the Service.
- Severability. If any provision is held unenforceable, the remaining provisions remain in effect.
- No waiver. Failure to enforce any provision is not a waiver of the right to do so later.
- Assignment. You may not assign these Terms without our written consent. We may assign them in connection with a corporate transaction.
- Notices. Notices to you may be given by email to the address on file, by in-product banner, or by posting on govlens.eu. Notices to us must be sent to legal@trelvio.eu with a copy by post to Tornimäe tn 5, Kesklinna linnaosa, 10145 Tallinn, Harju County, Estonia.
- Language. These Terms are concluded in English. Translations are provided for convenience; the English version prevails in case of conflict.
