This Dutch bill amends the Youth Act (Jeugdwet), its implementing decree, the Civil Code and the law on the structure of the work and income implementing organisation. Its stated aim is to abolish the parental contribution (ouderbijdrage) that parents have so far had to pay towards youth care services. Under the current system, families can be charged for certain publicly funded youth care, and the bill would remove that charge. Parents and guardians whose children receive youth care under the Youth Act would be the main group affected, as they would no longer pay the contribution. Municipalities, which fund and organise youth care, and the agencies that handle related administration would also see changes in how costs and collection are handled.
