This Dutch bill amends the Drinking Water Act (Drinkwaterwet). It changes the period over which the weighted average cost of capital (the return allowed on invested capital) for drinking water companies is calculated, and adjusts the equity share that these companies are expected to hold. It also clarifies the rules for signalling parameters, which are indicators used to monitor the quality and performance of drinking water supply. The changes mainly affect drinking water companies in the Netherlands and the regulator that oversees their tariffs and financing. Consumers who pay water bills could be indirectly affected, since the allowed returns on capital feed into the costs that companies can pass on through their tariffs.
