This Dutch bill implements EU Directive 2022/2557 on the resilience of critical entities, which replaces the 2008 directive on European critical infrastructure. The EU framework requires member states to identify essential service providers and ensure they can prevent, withstand, and recover from disruptions such as natural disasters, terrorism, sabotage, and other hazards. The Dutch law sets out how this is applied nationally. The law would apply to operators designated as critical entities in essential sectors such as energy, transport, banking, health, drinking water, and digital infrastructure. Designated operators would face obligations on risk assessment, security measures, and incident reporting, and national authorities would oversee compliance.
