Jaarverslag en slotwet Gemeentefonds 2023
This procedure concerns the Dutch Gemeentefonds (Municipal Fund), the central pot from which the national government distributes money to municipalities. The annual report (jaarverslag) reviews how the fund was used in 2023, and the closing act (slotwet) formally sets the final figures for that year. It confirms the amounts actually paid out, which may differ from the estimates used when the budget was first adopted. This is a routine accountability step in the Dutch budget cycle. The procedure mainly affects Dutch municipalities, which rely on the fund for a large share of their income to pay for services such as housing, education support, youth care, and local infrastructure. Indirectly, it affects residents who use these local services. Because it closes the accounts for a past year, it does not introduce new spending rules.
