This procedure proposes to repeal Article 40 of the French Constitution. This article traditionally prevents members of Parliament from introducing bills or amendments that would increase public expenditure or decrease public revenue. If passed, this change would significantly alter the legislative powers of the National Assembly, allowing lawmakers greater flexibility to propose spending initiatives.
