The goal is to explore new ways of funding and accessing tertiary studies, potentially increasing flexibility in how students apply for and secure study places. The proposal affects students seeking higher education and institutions providing tertiary studies. It aims to change how educational funding is distributed and how students navigate the application process for university-level programs.
