This is a withdrawn draft proposal concerning the funding of state infrastructure in Estonia. It was presented to the Estonian Parliament (Riigikogu) but has since been removed from consideration. As the proposal is withdrawn, it will not affect any current or future infrastructure projects or funding mechanisms within Estonia.
