This regulation sets out the rules for food additives, which are substances not normally consumed as a food in themselves and not normally used as a characteristic ingredient of food, whether or not they have nutritive value, the technological purpose of which is, so far as reasonably foreseeable, as such to affect the characteristics of food. This regulation affects food business operators, consumers, and national authorities responsible for food safety and enforcement.
