This Belgian bill would amend the 1994 law on government transparency so that decisions of the Commission for Access to and Reuse of Administrative Documents become legally binding. At present, the commission's rulings on requests for public administrative documents are generally advisory, so an authority can disregard them. The proposal aims to strengthen the enforceability of citizens' right to access government information. Citizens requesting administrative documents from Belgian federal authorities would benefit from stronger enforcement of their access rights. Public administrations would be obliged to comply with the commission's decisions, which could increase their workload and accountability obligations.
