Mission & Goals
Wind Parks of Ukraine LLC is a private managing company established in 2011 that develops and oversees renewable energy projects across Ukraine. The company covers all phases of project development — from permitting and procurement to implementation and operational support — with a strong focus on quality, financial discipline, and local value creation. WPU currently operates 193.1 MW of commissioned wind capacity in government-controlled areas of Ukraine (Mykolaiv, Donetsk, and Zakarpattia regions), with an additional 163 MW currently located in areas temporarily occupied due to the Russian invasion. The company indirectly provides employment to up to 2,000 people and plays an active role in advancing Ukraine’s energy independence and green recovery through scalable wind power investments.
EU Legislative Interests
Our activities target EU policies supporting Ukraine’s economic recovery and investment, the EU Green Deal and renewable energy transition, energy security and external cooperation, as well as regional development and sustainable infrastructure under the Ukraine Investment Framework.
Communication Activities
We have initiated outreach to EU institutions and delegations in the context of Ukraine’s recovery and investment planning, including submitting proposals under EU-supported frameworks. We also engage in communication activities such as project briefings, concept notes, and bilateral meetings to present renewable energy investment opportunities aligned with the EU Green Deal and the Ukraine Investment Framework.

Organisation Members
WPU's operational model incorporates the use of Special Purpose Vehicles (SPVs), which are companies established for the sole purpose of focusing on individual projects. These SPVs may share similar ownership with WPU, and WPU functions as the management company.Each SPV holds the necessary licenses required to conduct economic activities related to electricity production. This organizational approach facilitates the efficient allocation of expertise essential for developing new projects and ensuring the operations and maintenance of the current wind energy portfolio.

For the most recent financial year, Wind Parks of Ukraine estimates total costs related to EU interest representation and transparency-covered activities at less than €10,000. These costs include a proportionate share of staff time dedicated to EU policy engagement, communication, and proposal preparation; office-related expenses; and travel or meeting costs directly linked to EU institutional interactions. The company’s broader operational and project development costs are accounted for separately and are not included in this estimate.
