Mission & Goals

UAV DACH - Inform | Connect | Shape Complete social acceptance and extensive use of the innovative potential of an economically successful unmanned aviation for the benefit of all. UAV DACH strives for shaping the framework for the European drone economy in the interests of its members.The purpose of the Association is to promote commercial unmanned aviation (UAS) and Advanced Air Mobility (AAM) in Europe. In particular, the Association pursues the following objectives: - To foster broad public acceptance. - To enable a wide range of commercial UAS/AAM applications. - To establish and grow an internationally competitive and profitable UAS/AAM industry. - To prevent the misuse of UAS/AAM.

EU Legislative Interests

Main EU legislative proposals or policies targeted Development of laws and regulations for unmanned aviation UAV DACH supports a coherent European framework for commercial unmanned aviation. The objective is harmonised, scalable and innovation friendly regulation. Priorities are simplification of procedures, reduction of administrative burden and consistent implementation across Member States. Contributions to the integration of unmanned aircraft systems into air traffic UAV DACH promotes a risk based and digital approach to integration. This includes electronic visibility, harmonised access to airspace and clear operational rules. The goal is safe coexistence of manned and unmanned aviation and scalable operations including beyond visual line of sight. Regulation (EU) 2018/1139 Provides the legal foundation for aviation safety including unmanned systems. UAV DACH supports the risk based framework and calls for consistent implementation to enable scalability. Delegated Regulation (EU) 2019/945 Defines technical requirements and classification. UAV DACH supports standardisation and calls for alignment with operational needs. For commercial users Open Category needs simplification and extension of the boundaries. Implementing Regulation (EU) 2019/947 Establishes the operational framework. UAV DACH supports the structure and prioritises simplification and harmonisation in application. Geo Zone need to be reduced. Above a minimum altitude no restriction may apply unless those that restrict airspace for all airspace users such as ED-R. Implementing Regulation (EU) 2021/664 Introduces U space services. UAV DACH supports the concept and calls for clear roles and interoperability. SERA.6005 Defines visual flight rules. UAV DACH sees potential for alignment with unmanned aviation to support mandatory integration of ADS-L for those that do not comply with ADS-B regulation. ADS-L mobile shall be accepted for airsports users. Implementing Regulation (EU) 2021/666 Covers the designation of U space airspace. UAV DACH supports a targeted and proportionate use and aims to avoid further fragmentation. At the same time, UAV DACH supports one harmonised identification standard. A single system for identification, authorisation and transparency of airspace users is essential. Multiple parallel systems inside and outside U-space airspace should be avoided to ensure interoperability, clarity and scalability. ADS-L Promoted as a digital visibility solution to support situational awareness and scalable integration. Geo zones Current implementation is fragmented. UAV DACH recommends harmonised and simplified digital access across Member States. Geo zones should be reduced to a minimum and should not apply above a defined minimum altitude, except where justified for critical infrastructure or safety. Non commercial operators should not operate in public airspace without appropriate approval. They should be guided to use designated model aircraft fields or remain above privately controlled property, in line with applicable laws. Operation of UAS in D(CTR) Support for operations under defined procedures with coordination and digital tools. Proposed to increase minimum altitude of D(CTR) to 100m to avoid liability questions during UAS operations for ANSPs. High seas Need for clear rules to enable cross border maritime operations beyond the 12nm border. Total integration of UAS and AAM into airspace Support for full integration based on harmonised rules, digital infrastructure and alignment with manned aviation, especially for larger drones and automated aircraft without crew onboard (AAM).

Communication Activities

Comments on legislative and regulatory proposals UAV DACH provides structured input on draft laws and regulatory initiatives at European and national level. The focus is on practical applicability, proportionality and legal clarity. Contributions reflect operational experience from industry and aim to support efficient, innovation friendly and enforceable rules. Participation in discussion forums and information events UAV DACH engages in institutional and industry forums to exchange views with regulators, authorities and stakeholders. This includes hearings, workshops and expert meetings. The objective is to ensure transparency, share knowledge and support informed decision making. Participation in networks UAV DACH is active in European and international networks and working groups across industry, research and public institutions. These connections enable coordinated positions, joint initiatives and alignment of technical and regulatory developments. Development of concepts for the use of unmanned aircraft systems UAV DACH develops practical concepts for the safe and scalable use of unmanned aircraft systems. This includes operational models, integration into existing processes and identification of high value use cases in areas such as infrastructure, logistics and public safety. All concepts are shared and agreed among the industry members and represent a solid and approved opinion of the industry. Organisation of the EUROPEAN DRONE FORUM UAV DACH organises the EUROPEAN DRONE FORUM (https://eudroneforum.org) as a central platform for dialogue between industry, regulators and policymakers. The forum supports exchange on regulatory developments, operational challenges and future strategies for unmanned aviation in Europe. XPONENTIAL Europe as a leading exhibition UAV DACH contributes as partner to Messe Düsseldorf to the further development of XPONENTIAL Europe the leading European platform for unmanned systems and automation. The focus is on strengthening industry visibility, enabling business exchange and connecting stakeholders across the value chain. Publications on unmanned aviation UAV DACH publishes regular content on unmanned aviation via its website, social media and print media. These publications provide insights into regulatory developments, market trends and technological innovation, supporting transparency and public awareness. Engagement with EASA and international regulatory bodies UAV DACH is actively involved in the work of European Union Aviation Safety Agency through participation in working groups such as D.CSTG and Rulemaking Task Forces. The association supports Joint Authorities for Rulemaking on Unmanned Systems and contributes to consultations to support the Technical Expert Board and EASA. The objective is to enable the development of practical, harmonised and implementable regulation for Europe.
