Mission & Goals
The main goals of GMF are to represent the views of its member local authorities hosting or interested to host nuclear facilities at European level. GMF seeks to influence policy and strategy related to nuclear matters and to ensure that safety, transparency and engagement in decision-making in nuclear matters (new build, operation, radioactive waste management and decommissioning) is respected. Finally, GMF aims to facilitate the exchange of information and experience among members regarding different aspects of living with nuclear energy (e.g. governance in radioactive waste, communication of nuclear energy, sustainable socio-economic developent, etc).
EU Legislative Interests
GMF's interest representation activities focus on EU legislation and policies affecting European municipalities that host nuclear installations. Priority files include the Radioactive Waste and Spent Fuel Management Directive (2011/70/Euratom); the Nuclear Safety Directive (2009/71/Euratom, as amended by 2014/87/Euratom); the EU Taxonomy Regulation (2020/852) and its Complementary Climate Delegated Act as they relate to nuclear energy; the Net-Zero Industry Act (Regulation 2024/1735) and the European Industrial Alliance on Small Modular Reactors; the Just Transition Fund and Just Transition Mechanism (Regulation 2021/1056); EU Cohesion Policy 2021–2027 and the post-2027 framework; and the Aarhus Regulation (1367/2006) on public information and participation in environmental matters. GMF engages with these instruments to ensure that the perspective of host municipalities — on safety, waste management, local economic development, just transition, and citizen participation — is reflected in EU decision-making.
Communication Activities
We will co-organise an event on 13 October 2026 titled "Local Communities at the Heart of Europe's Nuclear Policy" in cooperation with ECR Group and hosted by MEP Kris van Dijck. In the past, we have had meetings with MEPs, particularly members of the ITRE (Industry, Transport, Research and Energy) and REGI (Regional Development committees). Also meetings with DG ENER. We have participated in conferences and expert workshops and have sent letters to Commissioners, MEPs and EU permanent representations. We participate also in the European Industrial Alliance on SMRs by chairing one Technical Working Group (Engagement).
