Mission & Goals

Joint Venture between two publicly owned municipal utilities: Snaga d.o.o. and Energetika Maribor d.o.o. EIOM (Energijska izraba odpadkov Maribor) is a joint project company established by municipal utility stakeholders to develop an integrated solution for the treatment of residual municipal waste and the supply of heat to district heating in Maribor. EIOM monitors EU environmental, climate, energy and regional development policies that may affect permitting, emissions monitoring, circular economy compliance and access to EU funding instruments.

EU Legislative Interests

• Waste Framework Directive 2008/98/EC: defines the waste hierarchy and core waste governance concepts central to the legitimacy of thermal treatment. • Industrial Emissions Directive 2010/75/EU (and Directive (EU) 2024/1785 amending it): permitting baseline for incineration plants and pollution control framework. • Waste Incineration BAT conclusions (Commission Implementing Decision (EU) 2019/2010): reference for permit conditions and emissions. • Ambient air quality Directive (EU) 2024/2881 (recast): tighter air quality governance context that shapes scrutiny and local monitoring expectations. • EU ETS legal framework (Directive 2003/87/EC, amended by Directive (EU) 2023/959) and related instruments: MRV obligations for municipal waste incineration and formal pathway for Commission assessment by July 2026 on possible inclusion from 2028. • Energy Efficiency Directive (EU) 2023/1791 and Renewable Energy Directive amendments (EU) 2023/2413: shape district heating decarbonisation and renewable/waste heat integration context. • Waste Shipments Regulation (EU) 2024/1157: affects cross-border waste shipment dynamics and can influence “export vs domestic treatment” economics. • Packaging and Packaging Waste Regulation (EU) 2025/40: will change waste composition, recycling rates and residual stream characteristics over time. • Urban Wastewater Treatment Directive (EU) 2024/3019 (recast): relevant if EIOM interfaces with sludge strategies or municipal circular economy infrastructure planning referenced by Maribor documentation
