Mission & Goals
European Volleyball Confederation (CEV) is the governing body for Volleyball in Europe, representing 56 National Federations. Its remit is to develop, regulate, and promote Volleyball at all levels—from grassroots participation to elite international competitions in both indoor and beach Volleyball. CEV organises and oversees European competitions, delivers coach, referee, and leadership education through initiatives such as CEV Campus and the Coaches Convention, and supports National Federations through funding, equipment, and development programmes. CEV also promotes good governance, safeguarding, gender equality, and social inclusion through targeted policies and EU-funded projects. In addition, CEV drives digital innovation and commercial growth to strengthen the long-term sustainability and visibility of Volleyball across Europe.
EU Legislative Interests
European Volleyball Confederation (CEV) engages with EU institutions primarily in relation to policies, programmes and legislative initiatives affecting sport governance, grassroots development, education, inclusion and sustainability. The main EU legislative proposals and policy frameworks targeted by CEV’s interest representation activities most recently include: • Erasmus+ Programme 2021–2027 (including the Sport Chapter): CEV actively engages with this programme in relation to funding frameworks, priorities and implementation rules for sport-related projects. This includes projects focused on gender equality in leadership (e.g. EmpowerHER Volleyball Game Changer), grassroots education and participation (e.g. Play Volleyball – Grow With It 2.0), safeguarding, and innovation in sport education. • European Union Work Plan for Sport 2024–2027: CEV contributes to discussions linked to integrity, good governance, innovation, sustainability, and increased participation in sport. This includes sharing best practices and aligning its programmes with EU priorities in coach education, safeguarding, and grassroots development. • European Commission Gender Equality Strategy 2020–2025 and related equality initiatives: CEV engages in policy discussions and projects aimed at increasing female representation in leadership, governance and coaching, and addressing structural and cultural barriers in sport organisations. • European Strategy for the Rights of the Child and related child safeguarding policies: CEV contributes through the development and dissemination of safeguarding guidelines and educational materials for children participating in Volleyball and school sport environments. • European Education Area and Digital Education Action Plan 2021–2027: CEV engages in initiatives linked to digital learning, online education and lifelong learning through platforms such as CEV Campus, offering e-learning courses for coaches, teachers, referees and sports administrators. • European Green Deal and related sustainability initiatives: CEV follows and contributes to discussions on environmental sustainability in sport event organisation, including sustainable travel, reduced environmental impact, and greener event operations. • European Pillar of Social Rights Action Plan: CEV supports initiatives linked to equal opportunities, social inclusion and access to sport, particularly through grassroots and community-based Volleyball projects. • European Disability Rights Strategy 2021–2030: CEV supports inclusion and accessibility in sport and follows policy developments related to equal participation opportunities for persons with disabilities. • EU Anti-Racism Action Plan 2020–2025 and broader anti-discrimination policies: CEV promotes diversity, inclusion and equal treatment through educational content, awareness initiatives and governance measures. • Council Recommendation on promoting health-enhancing physical activity across sectors: CEV supports initiatives encouraging physical activity and healthy lifestyles through school-based Volleyball programmes and grassroots participation projects. • EU initiatives on integrity, good governance and safe sport, including policies addressing ethics, anti-harassment, match-fixing prevention and athlete welfare: CEV contributes through internal governance frameworks, educational programmes and awareness campaigns. CEV’s representation activities include meetings with European Commission officials, participation in EU Sport Forums and consultations, collaboration with EU-funded project partners, and contributions to policy discussions through the broader European sport ecosystem.
Communication Activities
CEV carries out a range of communication and dissemination activities linked to EU sport, education, inclusion and sustainability policies. These include the organisation and promotion of conferences, workshops, webinars, and stakeholder meetings under EU-funded projects and development programmes. Examples include national and international workshops under Erasmus+ projects, webinars on safeguarding and grassroots sport development, and awareness events focused on gender equality and women’s leadership in sport. CEV also organises major educational and networking events such as the CEV Coaches Convention and other conferences where topics aligned with EU policies—such as good governance, innovation, integrity, education, safeguarding, and inclusion—are addressed. Communication activities further include digital and social media campaigns, newsletters, press releases, promotional videos, and publications disseminated through CEV communication channels and partner networks. CEV publishes educational materials, guidelines, reports, policy recommendations, and e-learning modules through platforms such as CEV Campus. In addition, CEV participates in and communicates around EU institutional events and forums, including the EU Sport Forum and Europe Day-related campaigns, contributing to policy visibility and stakeholder engagement across Europe.
