Mission & Goals

AstaZero is an independent, non-profit test and research organization dedicated to accelerating the development of safe, sustainable, connected and automated transport systems. AstaZero is a wholly owned subsidiary of RISE Research Institutes of Sweden. AstaZero provides a world-leading full-scale test environment for verification, validation and demonstration of connected advanced vehicle technologies. Its activities include operation and continuous development of physical and digital test infrastructures, applied research, method and tool development, and system-level analysis and verification. AstaZero acts as a neutral partner to industry, academia and public authorities, supporting innovation, regulatory readiness and evidence-based decision-making. Through national and European collaborations, AstaZero contributes to strengthened competitiveness, improved road and transport safety, and societal transition towards future mobility systems.

EU Legislative Interests

The organisation primarily follows the following EU legislative proposals and policy strategies, in particular where they are relevant for research, testing, validation and deployment of automated, connected and safe transport systems: – “On the road to automated mobility: An EU strategy for mobility of the future” (Communication from the Commission, COM(2018) 283 final). – EU Strategic Action Plan on Road Safety 2021–2030, including the Safe System Approach and related policy initiatives. – Regulation (EU) 2019/2144 of the European Parliament and of the Council on type‑approval requirements for motor vehicles and their trailers, and systems, components and separate technical units intended for such vehicles, as regards their general safety and the protection of vehicle occupants and vulnerable road users (General Safety Regulation). – EU policies and regulatory initiatives on Connected and Automated Mobility, including Commission initiatives related to testing, validation and cross‑border deployment of automated and connected vehicles. – The European strategy for data and related legislative initiatives relevant to data sharing, data access and data use in safety‑critical and transport‑related systems. – Directive (EU) 2022/2555 on measures for a high common level of cybersecurity across the Union (NIS 2 Directive), where relevant for digital and connected transport systems. Overall, the organisation follows EU legislative and policy developments that influence the regulatory framework for testing, validation and deployment of safe, sustainable and digitalised transport systems, particularly where standardisation, regulatory requirements and policy implementation affect technological development and societal benefit.

Communication Activities

The organisation’s communication activities related to the EU legislative proposals and policy strategies listed above primarily consist of information‑sharing, expert‑level exchanges and participation in open forums relevant to research, testing and validation of automated, connected and safe transport systems. Such activities include participation in EU‑funded research and innovation projects, workshops, conferences, technical events and public consultations where EU policies and regulatory developments related to automated mobility, road safety, digitalisation and data are discussed. The organisation also contributes to publications, reports and presentations that disseminate technical knowledge and practical experience from testing and validation activities relevant to EU policy implementation. Contacts with EU institutions, where they occur, are limited to transparent and legitimate interactions in the context of research, expert dialogue and information exchange. These contacts may include participation in Commission‑organised events, expert workshops, stakeholder meetings, project reviews and information sessions linked to EU research programmes or policy initiatives. The organisation does not engage in direct lobbying activities aimed at influencing specific legislative outcomes. Any interactions with EU institutions are conducted in accordance with the Transparency Register Code of Conduct and are focused on providing factual, technical input and sharing practical experience to support evidence‑based policy development and implementation. Overall, the organisation’s communication activities aim to support knowledge transfer, dialogue and cooperation between research, industry, public authorities and EU institutions, particularly in areas where EU regulatory frameworks, standardisation and policy strategies are relevant for the safe and sustainable deployment of new transport technologies.
