Mission & Goals

Adalah – The Legal Center for Arab Minority Rights in Israel is an independent human rights organization and legal center. Established in 1996, Adalah works to promote and defend the rights of Palestinian Arab citizens of Israel, approximately 1.6 million people, comprising 13% of the total Palestinian people and 21% of Israel’s population, as well as Palestinians living in the Occupied Palestinian Territory (OPT), including East Jerusalem. This work includes defending the human rights of all individuals subject to the jurisdiction of the State of Israel (e.g., Palestinians living in the OPT). To fulfill its aim, Adalah works in four main fields: (1) legal action before Israeli courts and state authorities; (2) international advocacy before the United Nations, European Union and EU member states, and the United and the United States; (3) legal education (including trainings for law students, publications, and media and social media outreach); and (4) institutional development.

EU Legislative Interests

Adalah – The Legal Center for Arab Minority Rights in Israel engages with EU institutions on policies and legislative frameworks bearing directly on Israel's compliance with international human rights law and its obligations toward Palestinian citizens of Israel and Palestinians in the Occupied Palestinian Territory (OPT). This includes: the full enforcement of Article 2 of the EU–Israel Association Agreement, which makes respect for human rights and democratic principles an essential element of the Agreement; the use of EU funding instruments to support Palestinian civil society and human rights organisations; and engagement with the European Parliament (including DROI and DPAL) on the EU's human rights obligations toward Palestinians, the application of international humanitarian law in Gaza and the West Bank, the rights of Palestinian citizens of Israel, and the EU's broader legal responsibilities under international law in the context of Israel's ongoing occupation and human rights violations.

Adalah is a member of EuroMed Rights, a network of human rights organisations active across the Euro-Mediterranean region, and of ESCR-Net (International Network for Economic, Social and Cultural Rights). Adalah also is a member of the FIDH (International Federation for Human Rights). Adalah’s work is supported by grants from foundations, development agencies, and hundreds of individuals.
