This procedure establishes common EU standards for the conditions under which citizens from non-EU countries can enter and reside in member states for the purpose of studying, vocational training, or participating in voluntary service. It aims to harmonize migration rules to ensure fair access to education and training across the Union.

This affects international students, trainees, and volunteers, as well as educational institutions and national immigration authorities responsible for issuing residence permits.
