This procedure aims to update the ECRIS-TCN system, which helps EU member states identify if a non-EU citizen or stateless person has criminal convictions in another member state. It also modifies the interoperability framework to allow for more efficient screening of third-country nationals entering the EU through its external borders.

This will primarily affect non-EU citizens traveling to or applying for residency in the EU, as well as border authorities and judicial services managing criminal record data.
