The Reform and Growth Facility for the Republic of Moldova

This law establishes a Reform and Growth Facility to provide financial assistance to the Republic of Moldova. The goal is to support Moldova's reforms, economic growth, and its path towards future European Union membership.

The facility will primarily benefit Moldova by providing financial support for reforms and investments. It aims to help Moldova align its political, legal, and economic systems with EU standards, thereby strengthening its resilience and economic convergence with the Union.

Key changes include a dedicated funding instrument for Moldova, comparable to support for other candidate countries. The facility will disburse funds based on Moldova's progress in implementing a 'Reform Agenda' covering areas like the rule of law, economic reforms, and green and digital transitions.

The facility is funded by the Neighbourhood, Development and International Cooperation Instrument – Global Europe, with €420 million in grants and up to €1.5 billion in loans for the period 2025-2027. Funds will be released in instalments based on the successful completion of reform milestones.
