This procedure establishes and manages specific import quotas for high-quality beef, pigmeat, poultrymeat, wheat, meslin, and various cereal residues. By setting limits on the amount of these goods that can enter the EU at lower or zero tariff rates, the EU balances trade openness with the need to protect domestic agricultural markets.

This affects importers and exporters of meat and cereal products, as well as EU farmers. It determines the costs and volumes of specific agricultural imports allowed into the Union market.
