Key changes include obligations for platforms to have clear processes for users to flag illegal content and to act on these notices promptly. Platforms must also be more transparent about their content moderation practices and advertising systems. Users gain new rights to challenge content removal decisions. The law establishes a Digital Services Coordinator in each EU country to oversee compliance. Significant breaches can lead to substantial fines, up to 6% of a company's global annual turnover. The rules will apply to very large online platforms and search engines from early 2024.
