This procedure establishes a framework that allows the European Union to impose sanctions on individuals, entities, and bodies responsible for serious human rights violations worldwide. Unlike traditional sanctions that target specific countries, this regime focuses on the perpetrators of abuses regardless of where they are located.

The regime affects individuals and organizations involved in genocide, torture, or systemic human rights abuses. Those listed may face travel bans and the freezing of their assets within the EU.
