Amendment: High-risk third countries (Guyana and Ethiopia)

This procedure updates the list of third countries identified as having strategic deficiencies in their systems to prevent money laundering and terrorist financing. By removing Guyana and adding Ethiopia, the EU ensures its financial safeguards are aligned with current global risk assessments.
Financial institutions and obliged entities must apply enhanced due diligence when dealing with Ethiopia. Conversely, the stricter requirements previously applied to transactions involving Guyana are now lifted.
