Amendment: CAP Regulations 2021/2115 & 2021/2116 (GAEC & Strategic Plans)

This new regulation aims to simplify rules for farmers under the EU's Common Agricultural Policy (CAP). The goal is to reduce administrative burdens and make the system more flexible for those receiving payments.

The changes primarily affect farmers who receive direct payments under the CAP. It also impacts national authorities responsible for managing and overseeing these payments and the associated environmental and climate schemes.

Key changes include adjustments to environmental standards, making certain climate and animal welfare schemes more adaptable. It also introduces new provisions for amending and reviewing national CAP Strategic Plans and allows for exemptions from controls and penalties under specific conditions.

The regulation was adopted by the European Parliament on April 24, 2024, and an agreement was reached with the Council, meaning Parliament's position aligns with the final legislative act, Regulation (EU) 2024/1468.
