A carbon border adjustment mechanism
This procedure establishes a system to put a fair price on the carbon emitted during the production of carbon-intensive goods entering the EU. It aims to prevent 'carbon leakage,' where companies move production to countries with laxer environmental rules, ensuring that EU climate goals are not undermined by imports.
The mechanism primarily affects importers of high-carbon goods such as cement, iron, steel, aluminum, fertilizers, and electricity. These importers will need to report emissions and purchase certificates to match the carbon price paid by EU producers.
