Berlin-Brandenburg: Regional Core, European Reach XRBB strengthens Berlin-Brandenburg socially and economically through inclusive networking that anchors XR as a key regional technology. Rooted locally, we connect outward across Germany and Europe to enable co-production, knowledge transfer, and shared standards in virtual worlds and AI. Since 2016, our non-profit, transdisciplinary network has grown steadily—uniting entrepreneurs, investors, educators, hardware and software developers, artists, and partner networks. By facilitating cross-sector dialogue, we build public understanding of XR’s opportunities and risks and help shape a resilient, sustainable ecosystem. Accessibility and inclusion guide our mission. We safeguard against exclusivity by promoting open collaboration, equal visibility for members, and democratic access—so XR talent can thrive regardless of financial means.

EU Legislative Interests

Key targeted EU strategies and legislative initiatives XRBB aligns with and contributes to the following EU frameworks: European Strategy on Web 4.0 and Virtual Worlds (2023) — open, interoperable, human-centric virtual worlds. Artificial Intelligence Act (AI Act) — trustworthy, transparent AI across XR use cases. Code of Practice on Transparent Generative AI Systems (Call for Expression of Interest) — standards for disclosure and accountability. Digital Services Act (DSA) and Digital Markets Act (DMA) — safe, fair, and contestable digital ecosystems. European Green Deal — sustainability principles for digital innovation. As a Berlin-Brandenburg network, XRBB serves as a regional implementation hub supporting EU objectives via knowledge transfer, co-production, and open innovation. Communication Activities

Communication Activities (Events, Campaigns, Publications, etc.) Related to the Mentioned EU Policy Areas 1. Integration into European Technology Partnerships and Networks Virtual Worlds Partnership XRBB contributes as an advisory partner to the European Virtual Worlds Partnership, providing expertise in extended reality (XR) and immersive technologies. The association helps shape the partnership’s thematic orientation, focusing on the convergence of XR, AI, and digital creative industries. In this context, XRBB facilitates collaboration with related European initiatives such as the AI, Data and Robotics Partnership, identifying cross-sector synergies in areas like: AI-driven robotics training within immersive VR environments, generative AI applications in virtual production, and ethical and interoperability frameworks for virtual worlds. Through stakeholder consultations and policy dialogues, XRBB ensures that the regional experience of Berlin-Brandenburg’s XR ecosystem informs European-level strategy. This role supports the EU’s objective of building a competitive, human-centric, and interoperable Web 4.0 ecosystem by connecting regional innovation with European policy design. Virtual and Augmented Reality Industrial Coalition As a member of the Virtual and Augmented Reality Industrial Coalition, XRBB contributes actively to the Strategic Research and Innovation Agenda (SRIA) for VR/AR and virtual worlds. The SRIA defines priorities for research, innovation, and funding within Horizon Europe and the Digital Europe Programme. XRBB provides expert input and stakeholder perspectives from its regional network of SMEs, creative industries, and R&D institutions. It advocates for inclusive innovation policies that support smaller actors, interdisciplinary collaboration, and open standards. Following SRIA consultations, XRBB translates and disseminates key outcomes for local stakeholders through policy summaries, online webinars, and matchmaking sessions. This ensures that regional innovators can align with European R&I agendas and participate in upcoming calls, reinforcing the link between Berlin-Brandenburg’s XR community and European innovation frameworks. 2. Active Participation in National and European Stakeholder Events National Stakeholder Event: European Partnerships in Horizon Europe (10–11 September 2024, Bonn) XRBB participated in the National Stakeholder Event on European Partnerships, organized by the German Federal Ministry of Education and Research (BMBF). The association used this opportunity to connect regional XR actors with European partnerships and funding opportunities. XRBB facilitated networking between Berlin-Brandenburg start-ups, researchers, and European policy representatives. A follow-up report summarizing contacts and thematic outcomes was shared through XRBB’s channels, fostering cross-border collaboration and knowledge transfer. This event strengthened the region’s engagement with the EU’s Horizon Europe partnership model, reinforcing XRBB’s role as a connector between local innovation and European policy initiatives. National Stakeholder Meeting for Cluster 4 (Digital, Industry & Space) (15 January 2025, Cologne) XRBB attended the National Stakeholder Meeting for Cluster 4, organized by the National Contact Point for Digital and Industrial Technologies (NKS DIT). Representatives from academia, industry, and policy discussed upcoming work programme priorities in Horizon Europe. XRBB presented insights from Berlin-Brandenburg’s XR ecosystem, emphasizing collaboration models between SMEs, research institutions, and creative industries. By showcasing applied XR use cases and collaborative R&D processes, XRBB helped identify new partnership opportunities for future EU-funded projects.

Additional Information

The XRBB is a small NGO. One office is hosted rent-free in a member’s premises; the second is a shared desk in a co-working space at a low monthly cost of €250. Other contributors to XRBB work remotely from their homes or own offices. The work of our Board of Directors is voluntary and unpaid; participation in stakeholder meetings is without remuneration. In the current year, we attended only three stakeholder meetings in Brussels; all other meetings were online. Travel and hotel expenses did not exceed €1,900. For these reasons, the amount shown in the budget is below €10,000.
