Mission & Goals

The World Roma Federation (WRF) is an independent civil society organization active at the European and international level. Our mission is to promote the equal treatment, participation, and fundamental rights of Roma communities in line with the EU Charter of Fundamental Rights and the Sustainable Development Goals. WRF engages in policy monitoring, stakeholder advocacy, legal rights awareness, and institutional dialogue to address structural exclusion and ensure Roma inclusion in the formulation, implementation, and evaluation of EU-level policies. Our initiatives include human rights reporting, public consultations, and technical input across DG JUST, FRA, CoE, and OHCHR processes. Our remit extends across anti-discrimination, education, housing, digital access, and civic participation — with a focus on amplifying Roma-led expertise and ensuring procedural equity in EU decision-making.

EU Legislative Interests

The World Roma Federation (WRF) monitors and contributes to EU-level policy processes and strategic frameworks relevant to Roma rights and inclusion. Key areas of engagement include: – The EU Framework for National Roma Strategic Frameworks (2020–2030) – The Council Recommendation (2021/C 93/01) on Roma equality, inclusion, and participation – The Charter of Fundamental Rights of the European Union – EU anti-discrimination, rule of law, and equality programming – The European Pillar of Social Rights – Fundamental Rights Agency (FRA) Roma Scoreboards and thematic indicator monitoring – Contributions to the EU’s public consultation on assessing national Roma strategic frameworks     • (Have Your Say Initiative #13982 – F3450825) These activities are pursued with a consistent focus on procedural accountability, structural discrimination mitigation, and equitable Roma participation in EU-level policymaking and monitoring.

Communication Activities

– Participation in European Commission stakeholder consultations on Roma equality and inclusion, including DG JUST Roma CSO meetings (e.g., June 2025 hybrid session) – Submission of input via the European Commission’s public consultation on national Roma strategic framework implementation (Initiative #13982 – Have Your Say platform) – Awareness campaigns promoting access to rights and civic engagement for Roma communities, in line with EU equality and anti-discrimination frameworks – Public briefings and community-facing events marking International Roma Day and Roma Holocaust Remembrance Day, linked to policy visibility and institutional reflection – Digital publications, social media outreach, and thematic updates aimed at supporting transparency and Roma inclusion in EU-level policy implementation – Ongoing formal correspondence and information exchanges with relevant EU institutional actors, including DG JUST and FRA, supporting rights-based advocacy and civil society monitoring

The World Roma Federation (WRF) holds special consultative status with the United Nations Economic and Social Council (ECOSOC). WRF engages independently with EU and UN institutions, including: – European Commission (DG JUST) – EU Agency for Fundamental Rights (FRA) – Council of Europe Roma and Travellers Division – United Nations Special Procedures (thematic submission participation) WRF also collaborates with the following non-governmental platforms and civil society partners: – United Nations Association Sustainable Development Group (UNASDG) – State of the African Diaspora (SOAD) – Lantos Foundation for Human Rights & Justice – Center for Romani Archives and Documentation – EUROMA Media Network These partnerships are non-binding and relate to joint advocacy, public communication, and shared rights-based programming. WRF remains structurally independent.

Additional Information

WRF’s declared costs remain below the €10,000 threshold due to its unique operational model: all EU-level interest representation activities are conducted voluntarily by unpaid staff and pro bono consultants. The Federation operates remotely without fixed overhead or travel expenses. Costs are absorbed through in-kind support, digital platforms, and institutional partnerships which do not involve financial transactions. No salaries or reimbursements are issued. Transparency is maintained in full alignment with the EU Register Guidelines Part II.5.
