Mission & Goals

The World Justice Project® (WJP) is an independent, multidisciplinary organization working to advance the rule of law worldwide. Effective rule of law reduces corruption, combats poverty and disease, and protects people from injustices large and small. It is the foundation for communities of justice, opportunity, and peace—underpinning development, accountable government, and respect for fundamental rights. Traditionally, the rule of law has been viewed as the domain of lawyers and judges. But everyday issues of safety, rights, justice, and governance affect us all; everyone is a stakeholder in the rule of law. Based on this, WJP’s mutually reinforcing lines of business employ a multi-disciplinary approach through original research and data, an active and global network, and practical, locally led programs to advance the rule of law worldwide.

Communication Activities

The World Justice Project disseminates its annual WJP Rule of Law Index through various communication channels, including in Brussels and to a broader European audience. The Rule of Law Index is an annual report measuring the rule of law based on global surveys of households and legal practitioners and experts. It presents a portrait of the rule of law in more than 140 countries and jurisdictions by providing scores and rankings based on various factors of the rule of law. More information can be found here: https://worldjusticeproject.org/rule-of-law-index/ In November 2024, the World Justice Project (WJP) launched EUROVOICES, a new set of subnational indicators assessing justice, governance, and the rule of law across the European Union. The project covers 110 regions in all 27 Member States and draws on representative household surveys and expert questionnaires completed by legal professionals in each region. The results were presented at a public launch event in Brussels on 26 November 2024. More information is available at: https://eurovoices.worldjusticeproject.org/ After the launch, WJP conducted targeted outreach to inform EU policy discussions. In 2025, the team organized and participated in over 20 briefings, consultations, and events with EU institutions and stakeholders. These included meetings with DG JUST, DG REFORM, DG INTPA, the Commissioner’s Cabinet, Ministries of Justice, and the EU delegation. WJP also briefed more than 15 EU embassies in Washington DC and engaged in exchanges related to the Polish EU Presidency. Additional activities included a private-sector event in Brussels, a Democracy Dinner with EU officials and civil society, and workshops with partners such as Democracy Reporting International and the European Policy Centre. To expand dissemination, WJP launched interactive dashboards and thematic reports and conducted targeted email campaigns to nearly 20,000 recipients. WJP contributed evidence to formal EU processes, including the European Commission’s 2025 call for contributions to the Rule of Law Report and the Enlargement Package, where EUROVOICES and Index data with analysis supported discussions on cohesion policy and rule of law monitoring. In 2025, WJP also collaborated with the OECD to produce country-specific reports on legal pathways for Italy, Ireland, and Malta, further applying the data to policy and reform discussions. On 23-26 June 2025, WJP convened the World Justice Forum: Standing Up for the Rule of Law in Warsaw, in partnership with the Polish Ministry of Justice as part of Poland’s Presidency of the Council of the EU. The Forum brought together over 500 leaders and advocates from more than 100 countries, including many from EU member countries. Its aim was to confront the global rise of authoritarianism by strengthening the accountability ecosystem and ensuring that those who govern are bound by and respect the law, while also reinforcing Poland’s rule of law agenda during its EU presidency. The program combined plenary sessions, workshops, networking opportunities, and cultural events, creating space for cross-sector collaboration and practical commitments to advance the rule of law worldwide.
