Mission & Goals

The WGMM is an industry-wide informal platform for evaluating and advancing monitoring methodologies for CO₂-neutral fuels in EU road transport. It supports regulatory processes enabling technology-neutral solutions for vehicles demonstrably powered by CO₂-neutral fuels. To represent its interests, WGMM engages with EU institutions, Members of the European Parliament, expert bodies, and stakeholders to discuss CO₂ reduction targets and the implementation of CO₂-neutral fuels using its proposed monitoring methodologies. Key focus areas include EU climate policy and CO₂ regulation, especially the 2050 climate goals and the revision of fleet targets for cars, vans, and lorries, type-approval legislation, and broader transport and innovation policy. WGMM conducts dialogues with policymakers, publishes information materials, and organises expert events, aligned with the 2024 report “Monitoring the Use of CO₂-Neutral Fuels in Road Transport: A Cross-Sectoral Industry Assessment.”.

Communication Activities

Following the publication of the comprehensive report on monitoring methodologies in 2024, the work in 2025 was based on technical and political engagement to adequately represent the interests and demands of the automotive and fuel industries. To this end, the WGMM hosted its first Parliamentary Evening on 12 November 2025 at the Spinelli Members' Salon, with the participation of DG GROW and DG CLIMA representatives, to discuss the outlook of using CO2 neutral fuels in road transport. The group continues to meet regularly to discuss its main objectives, including advocacy to promote monitoring methodologies in the EU and Member States based on a broader definition of CO2-neutral fuels and the creation of a dedicated CO2-neutral-fuels-powered vehicle category.
