Mission & Goals
The Wild Pigeon Collective (WPC) is an NGO dedicated to protecting the rights and safety of Uyghur people and other persecuted or minoritized groups facing transnational repression. Our core goals are to promote safe resettlement pathways, prevent refoulement, and strengthen legal and humanitarian protections. We conduct advocacy, monitor risks of transnational repression, support individuals in accessing trusted legal assistance, and build partnerships with civil society and policymakers. WPC also raises awareness of human rights violations and works to improve international mechanisms of protection for at-risk communities.
EU Legislative Interests
Our interest-representation activities relate to EU legislation and policy initiatives addressing protection needs for individuals at risk of transnational repression and improving safeguards within the EU asylum and migration system. We primarily follow: European Parliament Resolution on Transnational Repression (2023) and related EU-level policy follow-up, particularly measures aimed at preventing intimidation, harassment, or politically motivated detention of communities in exile within the EU. EU Global Human Rights Sanctions Regime (Council Regulation (EU) 2020/1998), especially proposals concerning accountability for serious human rights violations, including arbitrary detention. Reform of the Common European Asylum System, including the Asylum Procedures Regulation, Screening Regulation, Qualification Regulation, and Regulation on Asylum and Migration Management, as these instruments shape protections against refoulement and access to fair procedures. Defense of Democracy Package, in particular measures addressing foreign interference and transparency of foreign influence. Policies concerning INTERPOL misuse and border procedures, including proposals within the Schengen Borders Code reform relevant to identifying politically motivated alerts. Our engagement focuses on monitoring these developments, providing input where appropriate, and supporting policies that strengthen protection, due process, and fundamental rights.
Communication Activities
Our communication activities are developing and will include both public and discreet forms of engagement. At this stage, we primarily produce expert statements, case-based briefings, and advocacy messages shared with trusted partners and relevant stakeholders. As our organization grows, we plan to develop public-facing materials—such as awareness campaigns, informational resources, events, and publications—related to EU efforts to address transnational repression and protect at-risk communities. All communication is guided by a safety-centered approach, balancing transparency with the need to protect individuals involved in our cases.
