Mission & Goals
We aim to be the first Insurtech company in the Western Balkans to offer agriculture insurance to farmers. Our mission is to enhance the resilience and financial inclusion of smallholder farmers in the Western Balkans by providing access to innovative, climate-smart insurance solutions. We aim to close the protection gap in agriculture through affordable, digital, and scalable risk-transfer mechanisms, with a focus on parametric insurance and public-private partnerships. Our current initiative targets 20,000 farmers in Albania’s Fier and Korçë regions, offering subsidized climate risk insurance via a mobile app powered by local weather data. We prioritize sustainable development, data-driven decision-making, and alignment with EU Green Deal and Climate Adaptation policies. Our geographical focus is regional, covering the Western Balkans, with the goal of creating scalable models for EU and international replication.
EU Legislative Interests
Edited as requested. Original answer kept below. "Proposal for a Council Regulation on the Western Balkans Growth Plan (COM/2023/710 final) – We aim to influence the design and implementation of the Growth Plan’s investment pillars, especially those related to climate resilience, digitalization in agriculture, and access to finance for smallholder farmers in candidate countries. This could become one of the objectives of the WB Growth Plan Reg (EU) 2024/1449. "Communication from the Commission on the EU Climate Adaptation Strategy (COM/2021/82 final) – We advocate for regional piloting of climate risk transfer solutions in line with this strategy, targeting increased EU investment in parametric insurance in climate-vulnerable regions such as the Western Balkans. Regulation (EU) 2021/2115 establishing rules on support for CAP Strategic Plans – Although Albania is not in the CAP, we seek to influence future IPA III and pre-accession financing to replicate CAP-aligned insurance subsidy models in the Western Balkans." Previous answer: The proposed agricultural insurance pilot aligns closely with key EU legislative initiatives and policy frameworks. It directly supports the EU Farm to Fork Strategy and the EU Green Deal by strengthening the resilience and sustainability of agricultural production in the Western Balkans. By offering climate risk insurance through digital channels, the project advances the goals of the EU Climate Adaptation Strategy and the EU Digital Finance Strategy, enhancing the adaptive capacity of farmers while promoting financial inclusion. Additionally, it is aligned with the Western Balkans Green Agenda, a regional extension of the Green Deal, by addressing climate vulnerabilities and enabling risk transfer tools for smallholders. The initiative also reflects the objectives of the EU Action Plan for Financing Sustainable Growth, as it mobilizes climate-aligned finance, and supports the European Pillar of Social Rights through the provision of accessible and inclusive financial protection for vulnerable rural populations. The project supports the implementation of the following EU legislative and policy initiatives relevant to agriculture, climate adaptation, sustainable finance, and digital innovation: Communication from the Commission: A Farm to Fork Strategy for a fair, healthy and environmentally-friendly food system (COM/2020/381 final) Communication from the Commission: Forging a climate-resilient Europe – the new EU Strategy on Adaptation to Climate Change (COM/2021/82 final) Proposal for a Regulation of the European Parliament and of the Council establishing a framework for a Digital Finance Strategy for the EU (part of the broader Digital Finance Package, 2020) European Commission Communication: A European Green Deal (COM/2019/640 final) Regulation (EU) 2021/2115 establishing rules on support for strategic plans to be drawn up by Member States under the common agricultural policy (CAP Strategic Plans Regulation) Council Conclusions on the Economic and Investment Plan for the Western Balkans (COM/2020/641 final) and the Green Agenda for the Western Balkans (SWD/2020/223 final) Regulation (EU) 2020/852 on the establishment of a framework to facilitate sustainable investment (EU Taxonomy Regulation) European Parliament Resolution of 19 May 2022 on a Farm Sustainability Data Network (2021/2182(INI))
Communication Activities
Communication activities (events, campaigns, publications, etc.) in relation to the above EU policies: Our team as active citizens of Albania have written opinions, posted on professional online media and written on specialized magazines to promote awareness and alignment with EU climate adaptation, digital finance, and sustainable agriculture policies, particularly in the Western Balkans context. These include: https://www.linkedin.com/in/energyandstrategy/ https://monitor.al/?s=laert+dogjani Other professional examples includes outreach to the Energy Community Secretariat and European Commission staff involved in green transition dialogues. Please note, since this is a preliminary application, it would be uncommon business practice to inundate the general public with information about our idea as it would destroy our first mover advantage.

Additional Information
Please note this application is about a new company. Registering a company in Albania is a 10min process conducted under a one-stop-shop regime. The project we wish to implement is the first of its kind in Albania, Kosovo, N. Macedonia and beyond. It is being submited as per the EU call for projects in light of the WB Growth Plan and Reform Agenda which to this date remains underperforming because of lack productivity, efficiency by the Gov. Administration and Businesses in said regions. Hence, we believe you should keep an open mind and act similarly to the US culture on new ideas and businesses in order not to stifle innovation despite its limited scope to the WB region for the time-being.
