Its European Services team specialises in monitoring and evaluation, impact assessments, policy and market studies, and business and technology consulting for EU policies and programmes. Complementary practices, including Cybersecurity and Digital Trust, Finance, Risk and Procurement, and People and Change, reinforce this work. Wavestone acts as a trusted partner for the EU, combining policy expertise, digital innovation and regulatory insight to support institutional modernisation and secure digital public service.

EU Legislative Interests

Our organisation contributes and support with its policy work for EU Institutions a broad range of EU legislative proposals and policies, particularly those shaping the digital, technological, and regulatory landscape of the Union. This include research, policy analysis, stakeholder dialogue, and technical input to support effective and evidence-based implementation of these initiatives. The main EU legislative proposals and policies we worked on as contractors include or are related to: - Regulation (EU) 2024/1689 on Artificial Intelligence (Artificial Intelligence Act), establishing a legal framework for the development and use of artificial intelligence systems across the EU. - Regulation (EU) 2022/2065 on a Single Market for Digital Services (Digital Services Act), setting rules for online platforms to ensure transparency, accountability, and user protection. - Regulation (EU) 2024/2847 on Horizontal Cybersecurity Requirements for Products with Digital Elements (Cyber Resilience Act), introducing cybersecurity standards for digital products. - Directive (EU) 2022/2555 on Measures for a High Common Level of Cybersecurity (NIS2 Directive), strengthening cybersecurity across essential and important entities. - Regulation (EU) 2023/1543 on European Production Orders and European Preservation Orders for electronic evidence in criminal proceedings, facilitating cross-border access to electronic evidence. - Directive (EU) 2024/2853 on liability for defective products, updating liability rules in light of emerging technologies. - Regulation (EU) No 952/2013 laying down the Union Customs Code, evaluating digitalisation and interoperability of customs procedures. - Regulation (EU) 2019/816 Establishing a Centralised European Criminal Record Information System for Third Country Nationals, assessing feasibility and costs of system development. - European Interoperability Framework Monitoring Mechanism, supporting evaluation and recommendations for cross-border digital public services.

Communication Activities

As contractors for the Commission, we participate in/organise meetings, workshops, and consultations with various Directorates-General of the European Commission (e.g. DG CNECT, DG HOME, DG JUST, DG GROW) to provide technical input, policy analysis, and feedback on implementation challenges and opportunities, particularly in areas such as artificial intelligence, cybersecurity and digital policy.

Our organisation operates commercially, providing analytical and policy support to public institutions and consultancy services to private companies. At the moment, we do not focus on activities aimed at influencing the formulation or implementation of EU policy or legislation, nor we use any intermediaries to conduct these activities.
