Mission & Goals
WARNIER Advisory is an independent SME committed to advancing responsible and human-centric artificial intelligence in line with Regulation (EU) 2024/1689 (AI Act). Our remit spans the design, development, and deployment of trustworthy AI, with a strong focus on compliance, transparency, and the risk-based framework established by the AI Act. For over 20 years, we have provided technical expertise on AI system lifecycle management, standardization, and best practices for SMEs and industry. As a registered interest representative, WARNIER Advisory actively supports evidence-based policymaking and transparent stakeholder engagement, contributing to the effective implementation, application, and continuous improvement of European AI.
EU Legislative Interests
Warnier Advisory focuses on the responsible development, deployment, and oversight of artificial intelligence, data, and digital technologies, with a strong emphasis on compliance, risk management, and technical standards. Our recent and ongoing activities directly address the following EU legislative proposals and policies: Regulation (EU) 2024/1689 of the European Parliament and of the Council of 13 June 2024, laying down harmonized rules on artificial intelligence (Artificial Intelligence Act). Warnier Advisory prioritizes alignment with the AI Act by developing transparent, explainable, and trustworthy AI solutions. Our work includes conformity assessment support, documentation, and record-keeping for AI systems, as well as fostering human oversight and risk mitigation in high-risk AI, as mandated by this Regulation. Commission Implementing Regulation (EU) 2025/454 of 7 March 2025 on the establishment of a scientific panel of independent experts in artificial intelligence. Warnier Advisory upholds multidisciplinary, independent, and public-interest approaches in line with this Regulation, contributing technical, scientific, and ethical expertise relevant to EU-level expert panels and enforcement mechanisms. Regulation (EU) 2022/868 of the European Parliament and of the Council of 30 May 2022 on European data governance (Data Governance Act). Warnier Advisory promotes trustworthy and interoperable data-sharing practices that align with the Data Governance Act’s requirements for data access neutrality, secure data processing, and support for sectoral data spaces and data intermediation. Regulation (EU) 2022/2065 of the European Parliament and of the Council of 19 October 2022 on a Single Market for Digital Services (Digital Services Act). We design and advise on AI and digital platforms that prioritize algorithmic accountability, user safety, and transparency, meeting the DSA’s standards for risk management, content moderation, and digital service explainability. Regulation (EU) 2023/2854 of the European Parliament and of the Council of 13 December 2023 on fair access to and use of data (Data Act). Warnier Advisory develops tools and frameworks enabling fair data sharing, interoperability, and user control, ensuring compliance with requirements for data access, portability, security, and reusability. Proposal for a Regulation of the European Parliament and of the Council on standards for quality and interoperability of data, amending Regulation (EU) 2016/679 (European Health Data Space). We support the design of interoperable, privacy-respecting digital health systems by EHDS requirements for secure, cross-border health data sharing and compliance with data quality and user empowerment standards. Proposals for Commission implementing acts under Article 41 of Regulation (EU) 2024/1689. Warnier Advisory is engaged with technical standardization and harmonization processes for AI, ensuring our methodologies and risk management practices conform to future implementing acts and specifications adopted by the European Commission. Relevant delegated and implementing acts under the EU Digital Strategy and Data Strategy. We monitor and contribute to evolving rules on digital infrastructure, interoperability, and market surveillance, with a focus on the interface between AI, data, and digital markets. Warnier Advisory actively participates in stakeholder consultations, expert groups, and technical standardization initiatives directly related to these legislative files and the relevant human centric technical expertise, including the AI Act Advisory Forum and EU public consultations, ensuring our clients and networks benefit from leading compliance, technical, and governance practices in line with the latest EU legal requirements and technological advances and developments.
Communication Activities
Warnier Advisory and its team members have engaged in several communication activities with EU institutions regarding European digital, AI, and data governance files, focusing on informing, supporting, and occasionally seeking to influence policy and legislative initiatives, as required by the Transparency Register. Types of outreach and communication activities include: Participation in EU-level consultations and hearings: Warnier Advisory and its representatives have contributed expertise to public consultations, expert workshops, and hearings organized by or for the European Commission and other EU institutions, particularly in the fields of artificial intelligence, machine learning, data governance, and digital transformation. Preparation and dissemination of technical input and policy materials: The Advisory has contributed to or prepared technical briefings, research summaries, and policy notes on topics relevant to the EU legislative framework for AI and data. These materials have helped stakeholders and policymakers understand the practical, technical, and ethical aspects of AI deployment and risk management. Organization and participation in events and expert panels: Team members have spoken at, organized, or attended conferences, webinars, and technical workshops hosted by or in partnership with EU institutions, focusing on the responsible development of AI, regulatory compliance, data standards, and digital ethics. Publication and sharing of research and analysis: Warnier Advisory has published peer-reviewed research, conference proceedings, and white papers addressing key issues in AI, explainability, risk, and governance. These outputs have been made accessible to EU policymakers and stakeholders via presentations, institutional channels, and professional networks. Engagement in EU-supported projects: The Advisory and its team have contributed to EU-funded R&D and capacity-building projects in the areas of AI, data science, and digital transformation, where communication with EU agencies and directorates has involved technical reporting, dissemination of results, and policy-related knowledge sharing. Team-relevant experience includes: Pierre Warnier (founder/lead): Has provided expert input to EU-funded projects and engaged in technical and strategic dialogue with research consortia and project partners working in direct connection with EU institutions, including work on grant proposals and as an R&D advisor (Profile.pdf). Linda Warnier (co-founder/secretary): Has served as a communications consultant at the European Commission (DG COMM), coordinating digital outreach, planning and leading trainings for Commission officials, and producing communication strategies and campaign evaluations for over 15 EU Commission directorates and agencies. She has also published and managed digital content, stakeholder campaigns, and impact evaluations directly targeting EU policy audiences. All activities have been carried out in line with the Transparency Register’s requirements and compliance with the relevant code of conduct, focusing on transparency, accuracy, and public-interest communication regarding the digital and AI legislative files listed under the specific activities section.
