Mission & Goals

Waga Energy is a global leader in biomethane production from landfill gas. Founded in France in 2015, the company has developed WAGABOX®, a patented technology that combines membrane separation and cryogenic distillation to upgrade landfill gas into grid-compliant biomethane. This innovative solution captures methane emissions—a highly potent greenhouse gas—and transforms them into renewable natural gas that replaces fossil fuels, contributing to both climate mitigation and energy security. Waga Energy currently operates 31 WAGABOX® units in France, Spain, Canada, and the United States, representing a total installed capacity of 1.4 TWh/year. An additional 19 units under construction will bring total capacity to over 3.2 TWh/year.

EU Legislative Interests

Waga Energy targets several key EU legislative and policy initiatives that are critical to the recognition and scale-up of landfill gas (LFG)-to-biomethane projects: Commission Delegated Regulation (EU) 2023/1185 of 15 February 2023 supplementing Directive (EU) 2018/2001 (RED II) regarding sustainability and GHG emissions reduction criteria for biofuels, bioliquids, and biomass fuels. This regulation explicitly recognizes landfill gas as an eligible feedstock, enabling its integration into the EU's decarbonization targets and certification schemes. The Gas and Hydrogen Decarbonisation Package, currently under negotiation, sets the future framework for the internal market for renewable and low-carbon gases. It is a key regulatory initiative to facilitate access to gas grids, ensure cross-border biomethane certification, and foster fair market conditions for biomethane producers across Member States. The ongoing revision of the Landfill Best Available Techniques Reference Document (BREF) under the Industrial Emissions Directive (IED) will define updated environmental standards for landfills, including methane capture. Recognizing energy recovery from landfill gas as a best practice is critical to align EU climate goals with practical circular economy solutions. The EU consultation on the Climate, Environmental Protection and Energy Aid Framework (CISAF), which is intended to replace the Temporary Crisis and Transition Framework (TCTF), includes landfill gas-to-biomethane projects in its technical annexes. This inclusion paves the way for state aid and investment support mechanisms dedicated to methane mitigation and renewable gas production. These legislative and policy frameworks are essential to ensure that LFG biomethane receives adequate regulatory recognition, access to support mechanisms, and equal treatment within the broader landscape of EU renewable energy and climate policy.

Communication Activities

Waga Energy has undertaken several communication activities to promote the alignment of landfill gas-to-biomethane solutions with key EU legislative and policy objectives. As a winner of the EU Innovation Fund for its large-scale WAGABOX® project at the Can Mata landfill in Spain, Waga Energy has been regularly invited by CINEA to share its expertise and project results in various knowledge-sharing formats. This includes: Participation in closed-door workshops on decarbonisation of energy-intensive industries; Contributions to public conferences and EU-hosted webinars; Engagement in video documentation and dissemination campaigns coordinated by the European Commission; Involvement in commercial fairs and industry exhibitions across the EU; Speaking roles in high-level policy panels, including the EU Sustainable Energy Week (EUSEW) 2025, where Waga Energy was invited by DG ENER to present the energy and environmental benefits of landfill gas valorisation through its patented upgrading technology. Through these activities, Waga Energy actively contributes to the visibility and credibility of circular economy solutions, and promotes fair inclusion of LFG-based biomethane in the EU energy and climate agenda.

Additional Information

Waga Energy is not a lobbying firm and is not engaged in lobbying-related commercial services. We are a renewable gas company that develops and operates biomethane production units. Our declared FTE figure (1.75) includes one full-time employee working on public funding coordination and regulatory engagement, and three colleagues who contribute partially (25%) by monitoring policy developments, interacting with trade associations, and attending institutional working groups (e.g. EBA and French biogas associations). The estimated annual costs declared (€100,000–199,999) reflect internal staff costs (salaries prorated to their involvement in these activities), travel to Brussels and national events, participation in conferences, and membership fees to associations. These costs are integrated into the general company budget and not assigned to a separate lobbying or public affairs department. Waga Energy does not receive any income from EU institutions as a client. Our only relationship is as a grant recipient under the Innovation Fund. This limited interaction further reflects the modest scale and non-commercial nature of our interest representation activities.
