Mission & Goals
Východoslovenská distribučná, a.s. (VSD), a member of the ZSE Group, is entrusted with the operation of the electricity distribution system across the eastern region of Slovakia. The company possesses all requisite licenses for energy distribution and operates under the regulatory oversight of the Regulatory Office for Network Industries. In response to European and Slovak legislative mandates promoting the liberalization of the energy market, VSD commenced operations on 1 July 2007 as a wholly owned subsidiary of Východoslovenská energetika, a.s., one of Slovakia’s foremost energy enterprises. In doing so, the company proudly carries forward the rich heritage and traditions of the Slovak energy sector. From 24 November 2023, VSD became part of the ZSE Group, continuing to ensure transparent and non-discriminatory access to the distribution network and committment to providing its customers with a comprehensive portfolio of fair, high-quality, and reliable services.
EU Legislative Interests
The relevant policy and regulatory areas cover a broad spectrum, including the Energy Union Strategy and the Internal Energy Market, the EU Emissions Trading System (ETS), External Energy Policy, and the 2030 Climate and Energy Framework. Further key initiatives comprise the EU Infrastructure Package, the Regulation on Energy Market Integrity and Transparency (REMIT), the Markets in Financial Instruments Directive (MiFID), and the European Market Infrastructure Regulation (EMIR). Important environmental and product standards are addressed through the EcoDesign and Energy Labelling Framework, broader Environmental Policy measures, and the Clean Air Package. The Digital Agenda for Europe underpins efforts towards digitalization, while dedicated legislation regulates Renewable Energy Sources, Energy Efficiency, Biofuels, and the Fuel Quality Directive. Strategic initiatives also include the Heating and Cooling Strategy, policies on Energy Storage Development, and measures supporting Carbon Capture and Storage (CCS). In the area of energy markets, focus is given to the Electricity and Gas Market Design, including implementation through ACER, CEER, ENTSO-G, and ENTSO-E Network Codes. Substantial financial support is provided via various EU Funding Mechanisms such as the European Structural and Investment Funds (ESIF), the Connecting Europe Facility (CEF), Projects of Common Interest (PCI), Horizon 2020, the EU Energy Programme for Recovery, the NER 300 programme, and the European Fund for Strategic Investments (EFSI). Additionally, the European Green Deal and its associated initiatives, the comprehensive Fit for 55 legislative package targeting the 2030 climate objectives, the Regulation on fluorinated greenhouse gases (F-Gas Regulation), and the Next Generation EU recovery instrument represent critical pillars for achieving Europe’s long-term energy, climate, and sustainability goals.
