The Pan-African High Speed Railway Network (PAHSRN), a key subsidiary of VoluPolis Mobility Holding, is spearheading Africa's transportation revolution. Through its PPP-DFBOM (Design, Fund, Build, Operate, Maintain) model, PAHSRN accelerates infrastructure development, unlocking immense economic potential, fostering regional integration, and enhancing foreign direct investment (FDI) across the continent. Poised to become Africa’s leading tech giant within a decade, PAHSRN offers cutting-edge high-speed rail solutions connecting capitals, urban centres, and regional economic communities, positioning itself as the premier choice for mobility. Its 35-year DBFOM Marshall Plan guarantees no new debt for African governments, while ensuring minimal carbon footprints at just 6g/km CO2 emissions. PAHSRN not only boosts intra-African trade within AfCFTA but also links the continent to Asia and the EU Belt, setting new benchmarks for sustainable infrastructure.

In alignment with the New EU-Africa Strategy (P9_TA(2021)0108), VoluPolis Mobility Holding is at the forefront of a transformative communication campaign, engaging key private sector stakeholders and EU institutions to promote the Pan-African High Speed Railway Network (PAHSRN) as a cornerstone of Africa’s sustainable development. Through strategic publications, high-level meetings, and targeted outreach, VoluPolis underscores the profound benefits of this mega-project for Africa, emphasizing its pivotal role in fostering inclusive growth and regional integration. Recognizing the critical gaps in railway infrastructure across Sub-Saharan Africa, VoluPolis has articulated a bold vision: to link coastal nations with central regions, facilitating the seamless movement of people and goods. This vision represents a major step towards reclaiming Africa’s potential for Africans, by Africans. PAHSRN promises not only to create millions of jobs but also to integrate the African High-Speed Railway Network into the global economy, transforming the continent into an emerging powerhouse capable of equal partnership with mature and growing markets. With the establishment of the AfCFTA (African Continental Free Trade Area), the legal framework for unrestricted movement of goods and people is now in place, positioning Africa for rapid economic acceleration. PAHSRN’s implementation will significantly contribute to the African Union’s "Agenda 2063," fast-tracking progress by 30 years with a sustainable, cutting-edge solution. VoluPolis' approach—“Central Design, Parallel Build, Central Financed, Distributed, Operated and Maintained” (DBFOM)—represents a new paradigm of infrastructure governance, integrating strong private and institutional investor ownership with profit-oriented project execution. Leveraging advanced eco-friendly technologies, the project will not only revolutionize Africa’s transport landscape but will also minimize pollution, setting new benchmarks for innovation in the sector. Furthermore, PAHSRN will establish vital transport links connecting Africa to Europe in the West and Asia in the East, underscoring VoluPolis’ vision of an Africa that is a critical partner in global commerce, with the EU as its natural and strategic ally.
