Mission & Goals

VOYCE’s remit is to place the youth at the centre of policy-making by ensuring that their needs, perspectives, and long-term interests are effectively represented in public decision-making. Guided by the principle of sustainable development and responsibility toward future generations, VOYCE works to design forward-looking policies that empower youth and strengthen Europe’s social, economic, and institutional foundations. Through its evidence-based think tank, VOYCE researches concrete and actionable policy proposals addressing key challenges that affect European affairs. Through its active community, VOYCE seeks to involve the youth through research, events and media, to inform and build civic engagement. Ultimately, VOYCE seeks to foster efficient, rigorous, and goal-oriented policy-making that enhances the well-being of young people in Europe and reinforces Europe’s role as a connected, stable, and opportunity-driven space for youth both within and beyond its borders.

EU Legislative Interests

VOYCE is currently undertaking ongoing research across several policy domains. The following legislative files and policy initiatives are being finalised through reports that are about to be published: • Markets in Crypto-Assets Regulation (MiCA) (including rules for asset-referenced tokens and e-money tokens / stablecoins) and related EBA/ESMA regulatory standards and supervisory framework. • Digital euro legislative package (proposal establishing the digital euro and accompanying measures on the legal tender status of cash). • Critical Raw Materials Act (CRMA) and related EU measures on strategic supply chains for the energy transition (including sustainability, permitting, and strategic projects). • Net-Zero Industry Act (NZIA) and related implementation of the Green Deal Industrial Plan (including permitting and scaling clean-tech manufacturing in the EU). • EU enlargement policy and accession methodology (including governance/conditionality and institutional implications of enlargement) and the Instrument for Pre-Accession Assistance (IPA III) framework. • Key EU competitiveness initiatives linked to the Single Market and the resilience of strategic industries (including measures supporting investment, innovation, and integration). • EU legal and policy frameworks related to sexual consent and the prevention of sexual violence, including reforms establishing a consent-based definition of rape (as analysed in VOYCE’s report “Only yes means yes! The effect of the introduction of the consent law in Sweden”). Please note that VOYCE’s research agenda is broad and evolves over time. Accordingly, the above list reflects the policy files most directly relevant to our current workstreams and forthcoming publications and should not be understood as exhaustive. As our research progresses, VOYCE will engage with additional EU legislative and non-legislative initiatives across other policy areas.

Communication Activities

VOYCE’s communication activities in relation to the EU policies and legislative files listed above include the publication and dissemination of policy research outputs (reports, policy papers and articles) produced by our thematic commissions. Our public outputs are hosted on our website and can be accessed here: https://voycecommunity.eu/our-work-1 (with direct links to all publications). Examples include the report “Only yes means yes! The effect of the introduction of the consent law in Sweden”, as well as ongoing commission work and forthcoming reports related to stablecoins/crypto-assets and financial stability, the digital euro, critical raw materials for the energy transition, net-zero industrial policy, EU competitiveness, and EU enlargement governance. VOYCE also conducts communication activities through public events and partner-hosted discussions connected to EU policy debates, including: “European Competitiveness Two Years After the Draghi Report” (Rome); “Industrial Policy, Capital Markets and Fiscal Union: Securing Europe’s Future”; and the Institute for European Policymaking (IEP) webinar “Are Mainstream Parties the Main Cause of the Rise of Populist and Far-Right Parties?”.
