Mission & Goals

Victim Support Europe is strengthening the rights and services for all victims of crime in Europe and beyond. The organisation aims to ensure that every victim in Europe and world-wide can access information and support services in the aftermath of a crime, regardless of where the victim lives or where the crime took place. Victim Support Europe also works to ensure that victims are respected, have access to their rights and are able to make their voice heard throughout the criminal justice process. National, European, and international actors increasingly turn to Victim Support Europe as they develop their victims’ rights laws, policies, and services. Work continues, on developing new models, measures, and solutions, to improve and implement rights for victims of crime.

Communication Activities

As of 2020, frameworks supporting victims have long been established; however, their full implementation remains incomplete. Making victims’ rights a reality requires a coordinated, evidence-based approach. Establishing a clear baseline of existing measures will enable targeted improvements, stronger policies, and more effective advocacy. This will support VSE, victim support organisations, and EU institutions in driving meaningful and measurable change. In parallel, VSE has strengthened its strategic communication capacity as a key driver of awareness, influence, and collective action. Its communication strategy engages policymakers, practitioners, victims, and the wider public, with the aim of raising awareness, sharing knowledge, and strengthening partnerships. In 2025, outreach expanded significantly, reaching over 696,000 people through advocacy campaigns and 121,000 through event-related communications, with increased digital engagement improving accessibility. Building on this, VSE has adopted a targeted “4 Ps” approach—Politicians, Policymakers, Practitioners, and the Public—allowing for tailored messaging that combines evidence-based advocacy, technical expertise, practitioner support, and public awareness. This approach will continue to evolve, with a stronger focus on storytelling, digital outreach, and key visibility initiatives such as the Day for Victims of Crime, the 116006 Helpline, and flagship events. Strategic Objectives and Main Activities (2026–2030) 1. Facilitate the implementation of victims’ laws and strengthen victims’ rights Ensure full implementation of the Victims’ Rights Directive and related EU acquis through monitoring, evidence-based support, and integration into national legislation, policies, and practice. 2. Mainstream victims’ rights through multi-sectoral coordination Strengthen cooperation across sectors (justice, health, social services, law enforcement, education, digital), promoting coordinated and victim-centred responses. 3. Amplify victims’ voices and foster a culture of respect and solidarity Promote meaningful victim participation in policy and practice, strengthen consultation mechanisms, and support awareness-raising to combat secondary victimisation. 4. Maximise access to high-quality victim support services Improve the availability, accessibility, and quality of services across Member States, including helplines, specialist services, referral systems, and trauma-informed support. 5. Advance victim-centred approaches globally Strengthen EU and international cooperation, promote victim-centred policies in global fora, and address cross-border crime such as cybercrime, trafficking, and organised crime. 6. Build resilience and strengthen responses to terrorism and mass victimisation Develop resilience-based frameworks, enhance preparedness, and support coordinated, trauma-informed responses to large-scale incidents. 7. Strengthen VSE’s organisational capacity and influence Enhance governance, research, membership engagement, and advocacy impact to ensure effective delivery and increased influence at EU and international levels.
