Mission & Goals

The UNESCO Housing Chair of Rovira i Virgili University was created by the University’s Governing Council on the 11th of July 2013. It is the result of the research and projects on housing that the legal area had been working on since 1996 and which were backed by the Research Group on Access to Housing. The Chair’s objective is to establish a stable platform for research, teaching and the transfer of knowledge on housing from an inter-disciplinary and international point of view. It is the first UNESCO Housing Chair in the world.

EU Legislative Interests

Housing law and policy, Consumer protection in the field of housing. I (Prof. Dr. Sergio Nasarre-Aznar) have personally been engaged in many EU-funded research projects and tenders in the past, but never requested to register our Chair in you register. Now, I have been called as expert at a PETI seminar (“Suspension of procedures for evictions and squatting based on Petitions 1535/2020, 1124/2021, 0503/2022 and 0112/2023” on 18 March 2025). In the invitation e-mail of 24-2-2025 it was stated that: "Please note that the participation of interest representatives invited as active guests (e.g. speakers) in a hearing shall be conditional upon prior registration of the interest representative concerned in the Transparency Register pursuant to the inter-institutional agreement on a mandatory Transparency Register (OJ L 207, 11.6.2021, p. 1) and in accordance with the Bureau decision of 12 June 2023 on rules governing the participation of interest representatives in events held on Parliament’s premises. In addition, I have been invited to an additional seminar at EU Parliament in April.
