Mission & Goals

TULIP is an impact-driven, boutique consultancy headquartered in Geneva, with a well-established presence in Brussels. Its core activity is advising the public sector on how to leverage international legal and policy frameworks to promote sustainable development and advance industrial policy objectives. TULIP combines legal expertise and economic analysis to deliver actionable solutions to concrete policy challenges. It also conducts cutting-edge legal and policy research on issues at the nexus of trade, environment, and development. TULIP’s geographical focus is global, with clients across regions.

EU Legislative Interests

We follow a series of legislative and non-legislative initiatives at the intersection of EU trade, climate, industrial policy, and the circular economy. These include: - The EU Carbon Border Adjustment Mechanism, focusing on the legislative package announced on 17 December, including a legislative proposal for amending Regulation (EU) 2023/956 as regards the extension of its scope to downstream goods and anti-circumvention measures, and implementing/delegated acts; - The Eco-design for Sustainable Products Regulation (ESPR), with a focus on delegated acts with product-specific requirements for iron and steel (expected for 2026) and textiles and apparel (expected for 2027); - Communication from the Commission on a European Steel and Metals Action Plan and related legislative initiatives, including the forthcoming legislative proposal for an Industrial Accelerator Act. - The upcoming Circular Economy Act; - The implementation of the EU-South Africa Clean Trade and Investment Partnership; - Following the negotiations and implementation of EU Free Trade Agreements, with a focus on ongoing negotiations with India.

Communication Activities

Tulip Consulting’s main communication activities related to the EU policies above primarily take the form of publications, including blog posts, articles, and technical/expert reports, given our expertise in policy research and legal analysis. In addition, Tulip regularly participates in speaking engagements and events, including at the European Parliament, and engages with media outlets (e.g., Financial Times, Sustainable Views, Borderlex) through interviews and op-eds.

TULIP operates as an independent consultancy and is not affiliated with, nor represents, any associations, networks, or similar bodies. It does not represent clients before EU institutions. Any engagement with EU institutions takes place solely for the purposes of information gathering, expert exchange, and the dissemination of independent research findings in the context of its projects, and does not constitute lobbying activities. TULIP provides consultancy services to a range of public and non-profit organisations, which are listed on its website (www.tulipconsulting.ch). In all cases, TULIP is engaged as an external expert advisor/service provider and does not act on behalf of its clients vis-à-vis the EU or other institutions.
