Mission & Goals
Truth Hounds is a full-spectrum accountability organization founded in 2016 in Kyiv, specializing in documenting and investigating international crimes and serious human rights violations in Ukraine and other conflict-affected regions. The organization conducts field investigations, legal research, and analytical studies on international crimes and crimes against humanity.Truth Hounds submits evidence to the International Criminal Court, supports universal jurisdiction proceedings abroad, and maintains a structured evidence database (I-DOC) used by national and international accountability actors. It aims to advance justice for victims, combat impunity, and strengthen the rule of law through expert documentation, advocacy, and cooperation with EU institutions and international bodies.
EU Legislative Interests
Truth Hounds engages with EU policies and legislative frameworks relevant to accountability for international crimes and the protection of human rights in conflict zones. Key areas include: — EU sanctions policy: supporting the identification of individuals responsible for war crimes in Ukraine for inclusion in EU restrictive measures (asset freezes, travel bans); — Rule of Law and Justice policies: engaging with EU frameworks on international criminal justice, including support for the International Criminal Court and universal jurisdiction mechanisms within EU Member States; — EU Ukraine Support Framework: contributing evidence-based expertise to EU discussions on accountability as part of post-war reconstruction and justice for Ukraine; — EU Human Rights Action Plan: aligning documentation and advocacy activities with EU priorities on accountability for violations of international humanitarian law; — EU War Crimes Advisors' Group and related Commission initiatives supporting Ukrainian prosecutors and investigators; — Common Foreign and Security Policy (CFSP): providing expert input on accountability dimensions of the EU's response to Russia's aggression against Ukraine.
Communication Activities
Truth Hounds conducts or are to conduct a range of communication and advocacy activities directed at EU institutions and audiences: — Publishing investigative reports, legal analyses and thematic studies on war crimes and accountability, disseminated to EU officials, Members of the European Parliament, and civil society networks; — Participating in hearings, briefings, and side events at the European Parliament and European Commission, presenting field findings and legal recommendations; — Engaging with MEPs and parliamentary committees (in particular those dealing with human rights, foreign affairs, and justice) to support informed legislative debate on accountability for Russia's aggression; — Organising and co-hosting events at EU level (including in Brussels and Strasbourg) with partner NGOs, think tanks, and intergovernmental organisations; — Contributing expert input to EU public consultations on sanctions, rule of law, and international justice; — Media engagement with European press and digital platforms to raise awareness of documented war crimes and accountability gaps.
