Mission & Goals
Transparency International EU is part of the global anti-corruption movement, Transparency International, which includes over 100 chapters around the world. Since 2008, Transparency International EU has functioned as a regional liaison office for the global movement and as such it works closely with the Transparency International Secretariat in Berlin, Germany. Transparency International EU leads the movement’s EU advocacy, in close cooperation with national chapters worldwide, but particularly with the 24 national chapters in EU Member States. Transparency International EU’s mission is to prevent corruption and promote integrity, transparency and accountability in EU institutions, policies and legislation.
EU Legislative Interests
TI EU aims to prevent corruption and promote integrity, transparency and accountability in EU institutions policies and legislation. As of 2025, TI EU follows these EU legislative proposals and policies: Proposal for a Directive COM (2023) 697 final establishing harmonised requirements in the internal market on transparency of interest representation carried out on behalf of third countries Proposal for a Directive COM (2023)234 final on combating corruption IIA agreement between the European Parliament, the Council of the European Union, the European Commission, the Court of Justice of the European Union, the European Central Bank, the European Court of Auditors, the European Economic and Social Committee and the European Committee of the Regions, establishing an interinstitutional body for ethical standards for members of institutions and advisory bodies referred to in Article 13 of the Treaty on European Union Proposal COM/2022/247 for a COUNCIL DECISION on adding the violation of Union restrictive measures to the areas of crime laid down in article 83 (1) of the Treaty on the Functioning of the European Union EU Rule of law Mechanism and associated Rule of Law reports (2020, 2021, 2022, 2023, 2024, 2025) Discharge reports of the main EU institutions Council Regulation (EU) 2017/1939 implementing enhanced cooperation on the establishment of the European Public Prosecutor’s Office (EPPO) Revision of the European Parliament internal rules of procedures, including rules pertaining to the publication of lobby meetings, general expenditure allowances and MEP declarations of private interests Revision(s) of respective EU institutional internal rules pertaining to whistleblower protection Revision of the EU procurement Directives Regulation (EU) 2020/2092 on a general regime of conditionality for the protection of the Union budget In addition, our office close monitors the following EU policy areas with a view to engaging in awareness raising and/or advocacy activities vis-à-vis the EU institutions as and when the opportunity presents itself: Implementation of the Anti-Money Laundering package and establishment of AML authority Ongoing response of the EU institutions to the Russian war of aggression in Ukraine Ongoing attacks against civil society organisations co-funded through EU grants EU Enlargement package 2025 National transposition of Directive (EU) 2019/1937 on the protection of persons who report breaches of Union law Transparency of the legislative process, including trilogues negotiations Implementation of Regulation (EC) 1049/2001 regarding public access to European Parliament, Council and Commission documents Anti-corruption provisions in the European Semester reports Revision of the Multi-annual Financial Framework

Transparency International EU is part of the Transparency International movement, the global civil society organisation leading the fight against corruption. Transparency International is a global network including more than 100 locally established national chapters and chapters-in-formation. These bodies fight corruption in the national arena in a number of ways. TI’s global network of chapters and contacts also use advocacy campaigns to lobby governments to implement anti-corruption reforms. Transparency International as a global movement works with a large number of other actors on specific aspects – national governments, international organisations, civil society, media, the private sector and individual citizens. Transparency International (“TI”) is a democratic, innovative and pluralistic movement that shares a common mission, values and global strategy. Transparency International EU is a separate legal entity like all other organisations that form the TI movement. TI EU leads the activities of Transparency International which are covered by the Transparency Register. This is conducted in close coordination with the Transparency International Secretariat and Transparency International Ukraine as partners of TI EU. National chapters do interact with the institutions on an ad hoc basis however, those interactions are not included in this registration given their separate legal status and governance structures.
