Mission & Goals
NGO. Member-led. Sweden-based. Born in 1983. Activist and bottom-up. Value-driven. Connects 170+ grassroots cultural centres established in repurposed buildings in 40+ countries across and beyond Europe. Advocates for the DIY, independent, alternative cultural sector. Advises planners, developers and policy makers. We generate connections between grassroots cultural centres and enable them to regenerate communities, neighbourhoods, cities and regions through arts and culture. We advocate for social and spatial justice and diversity. We act as a counterweight against displacement, abandonment, gentrification, segregation and other urban plagues. We stand up for citizen engagement, decolonization and freedom of expression. Trans Europe Halles is a place of learning and exchange, and has developed a hands-on and practice-based expertise in fields such as cultural production, advocacy, city planning, community engagement, fundraising, creative industries, policy, social innovation.
EU Legislative Interests
Since 2022, Trans Europe Halles has been a leading voice in the culture sector on SUSTAINABLE CULTURAL BUILDINGS and DIVERSITY, leading the New European Bauhaus / European New Green Deal project REBUILDING TO LAST, and the social inclusion and diversity focused project CULTURAL TRANSFORMATION MOVEMENT, both co-funded by the Creative Europe programme of the European Commission. Trans Europe Halles is also a founding partner of EIT Culture and Creativity, where it is pushing for Diversity as a transversal priority and advocating for the green, sustainable transition of the built environment of Culture in Europe, and for the microeconomies of culture. Since 2015, Trans Europe Halles has also participated actively in the structured dialogues with the European Commission under the Voices of Culture programme. In particular, we have contributed to the dialogues and reports on "Developing the entrepreneurial & innovation potential of cultural and creative sectors", "The inclusion of refugees & migrants through culture", "Culture and the Sustainable Development Goals: Challenges and Opportunities", "Internationalization of Cultural Relations". In 2025 TEH also actively participated in the shaping of the Shadow Cultural Compass led by Culture Action Europe in particular in the fields of: Artistic Freedom, Internationalization of Culture, Accessibility, Sustainability and Digital Practices.
Communication Activities
TEH has strong communication and dissemination instruments: our dissemination force covers 0.5M sqm of space, 10M annual visits, 3.5M websites visitors, 0.5M persons in email lists and 2M in social media. Our network reaches out to 3,000+ CCI organisations and 5,000+ professionals, and hosts 5,000+ artists in residency and has 2,000+ resident organisations / businesses. This enables us also to get full representation of the landscape of the sector, of the types of projects and dimensions of the values and identities/diversity, also maps more of the target objectives and impacts. We communicate on our participation in all projects and platforms (except if we are under NDA) very widely on our platforms. We also hold 2 large scale meetings a year where we address these priorities, and publish numerous papers, available publicly on our website. Since 2015, we have partnered up with the regional government of Skåne in Sweden under the project TEH International Resource Office to provide regional cultural operators with internationalisation capability and engage them in European project, with specific communications targetting the Swedish ecosystem.

The amounts mentioned above about EU grants that contribute to the operating costs are related to overhead on the projects. The accounts for 2025 have not been closed yet. They will be closed and audited by April 2026 and approved at the TEH General Assembly by the members.
