Mission & Goals
TopSoft Papers is a Kosovo-based manufacturing company committed to producing high-quality paper-based hygiene products, including kitchen paper, toilet paper, and napkins, while also importing and distributing complementary hygiene goods such as handwashing liquids and detergents. Our goal is to enhance public health and hygiene standards through sustainable, affordable, and innovative solutions. We strive to improve production efficiency, reduce environmental impact through responsible sourcing and waste reduction, and expand regionally by integrating advanced technologies and fostering workforce development. Our operations emphasize compliance with EU product and environmental standards, supporting regional economic development and value chain integration.
EU Legislative Interests
TopSoft Papers targets the Growth Plan for the Western Balkans, which outlines measures to support economic convergence and integration of the Western Balkans with the EU, including funding for private sector investment. In line with this, our interest also relates to the Instrument for Pre-Accession Assistance III (IPA III) Regulation (Regulation (EU) 2021/1529), which provides the financial framework supporting the Growth Plan, as well as its implementing and delegated acts. Our engagement is focused on opportunities that align with EU policies for green and digital transitions, regional competitiveness, and sustainable industrial development as outlined in the European Green Deal and the EU Industrial Strategy, and its update. These frameworks inform our application for EU-supported investment to modernize our production, improve energy efficiency, and align with EU market and environmental standards.
Communication Activities
TopSoft Papers has not previously engaged in direct outreach or representation activities with EU institutions. Our current communication with the European Commission is limited to participation in the “Call for Expressions of Interest from EU/EEA/Western Balkans-based businesses to invest in the Western Balkans,” as part of the EU Growth Plan (COM(2023) 690 final). This includes the submission of required registration in the EU Transparency Register and related documentation. We intend to stay informed and actively engaged with EU policies and funding mechanisms relevant to our sector through official EU platforms, information sessions, and calls for proposals.

The declared amount reflects only minimal administrative costs associated with Transparency Register compliance, such as internal coordination and documentation required for participation in the EU Growth Plan for the Western Balkans investment call. No staff are dedicated to lobbying or advocacy, and no costs were incurred for representation activities. No EU funding was received by TopSoft Papers or its subsidiaries during the reported financial year.
