Mission & Goals

Tobacco Europe is a non commercial association which was formed to represent the common views of major European–based tobacco and nicotine products manufacturers. Tobacco Europe's three Full Members are British American Tobacco, JT International and Imperial Tobacco Limited. Tobacco Europe seeks to promote on-going dialogue with EU institutions and participates constructively in EU decision-making processes and tobacco related policy formulation. Established in 1989, the Association has a long- and well-established tradition of dialogue with policy-makers. TE member companies are strongly committed to dialogue with regulators and support proportionate and reasonable tobacco regulations. TE member companies believe that reasonable and workable regulation of tobacco and nicotine products is best accomplished through consultation.

EU Legislative Interests

Issues of interest in 2025: - Works of the EP Subcommittee on Tax Matters (FISC); Committee on Economic and Monetary Affairs; Committee on Public Health, Committee on International Trade, Committee on the Internal Market and Consumer Protection. - Transposition and implementation of Directive (EU) 2019/904 of the European Parliament and of the Council of 5 June 2019 on the reduction of the impact of certain plastic products on the environment - Secondary legislation (Implementing and delegated acts) derived from Directive 2014/40/EU with special focus on Ingredient and additives regulations and Tracking and Tracing of tobacco products. - Ongoing work regarding the review of the Council Directive 2011/64/EU on the structure and rates of excise taxes applied to tobacco products. - Review of the Council Directive (EU) 2020/262 of 19 December 2019 laying down the general arrangements for excise duty (recast) - Customs Code Reform revision - Revision of the Batteries Regulation - Review of the Packaging and Packaging Waste Regulation (PPWR) - Sustainable Finance framework (incl Sustainable Finance Disclosure Regulation (SFDR) and the European Sustainability Reporting Standards (ESRS), Taxonomy) - Green Claims Directive - EU Beating Cancer Plan; - Bilateral International Trade Agreements. In addition, Tobacco Europe responded to the following Public Consultation in 2025: - JRC consultation on waste labels - Batteries due diligence requirements - Consultation on the Circular Economy Act - Application for Tobacco Europe to partake in Domestic Advisory Groups - Contribution to the Tobacco Excise Directive Call for Feedback - Excise contact groups : written contribution on Excise simplification (EMCS) - TRIS notifications
