The Lebanese Center for Policy Studies (LCPS) is an independent, non-partisan think tank committed to promoting good governance, inclusive policy-making, and sustainable development in Lebanon and the Arab region. Founded in 1989, LCPS serves as a bridge between research and policy, aiming to produce evidence-based analysis that informs public debate and drives institutional reform. Our key goals include: Strengthening democratic governance by enhancing transparency, accountability, and citizen participation in public decision-making. Fostering inclusive economic development through policy research on economic reform, inequality, and resilience. Supporting institutional transformation and reform (ITR) by identifying systemic weaknesses and advocating for effective, responsive, and transparent public institutions. Main EU Legislative Proposals or Policies Targeted by LCPS The Lebanese Center for Policy Studies (LCPS) engages with key EU legislative proposals and policy frameworks, particularly those related to governance reform, anti-corruption, socio-economic development, and the environment. Below are the main EU policies and directives that LCPS’s work intersects with: 1. EU Directive on Whistleblower Protection (EU 2019/1937) LCPS has conducted comparative legal analysis between Lebanon’s whistleblower frameworks and EU standards. Key recommendations include the need for anonymous reporting mechanisms, protections for civil society and media, and secure channels for reporting misconduct—principles enshrined in the EU directive. 2. EU–Lebanon Reform, Recovery, and Reconstruction Framework (3RF) LCPS actively analyzed and contributed to discourse around the 3RF (launched by the EU, World Bank, and UN after the Beirut port explosion). The framework focuses on three pillars: governance, social inclusion, and infrastructure recovery—with LCPS advocating for structural reforms aligned with EU good governance benchmarks. 3. Public Procurement Reform (Law 244/2021) LCPS monitored and supported Lebanon’s efforts to align procurement practices with EU and international transparency standards. This includes legal harmonization efforts, transparency in bidding, and independent oversight—all aligned with EU governance and anti-corruption frameworks. 4. EU–Lebanon Partnership Priorities (2016–2020) LCPS has assessed Lebanon’s progress on Partnership Priorities agreed with the EU, particularly in areas such as: Political reform Judicial independence Trade and economic alignment Migration and refugee coordination Energy sector collaboration (especially in oil and gas governance) 5. Climate Change and Environmental Policy LCPS is increasingly focusing on climate governance, environmental degradation, and sustainable resource management—especially as they pertain to Lebanon’s vulnerabilities. In alignment with EU Green Deal goals and the European Climate Law (Regulation (EU) 2021/1119), LCPS promotes: Renewable energy transition policies Public accountability in oil, gas, and water governance Environmental justice and equitable climate adaptation LCPS supports climate resilience efforts in line with EU-funded initiatives and is contributing to dialogues around Lebanon’s Nationally Determined Contributions (NDCs) and green economy strategies.

Communication Activities Related to EU Policies The Lebanese Center for Policy Studies (LCPS) actively disseminates its work through a wide range of communication tools that support EU-aligned priorities in governance, climate, and institutional reform. These activities aim to engage the public, decision-makers, civil society actors, and international partners. Publications and Policy Briefs LCPS has published hundreds of reports and briefs that directly address EU policy priorities. Notable examples include a detailed brief comparing Lebanon’s whistleblower protection law to the EU Directive 2019/1937, and publications that demystify Lebanon’s public procurement reform (Law 244/2021) in the context of 3RF goals. Additional publications on climate governance, water policy, and energy management reflect the growing alignment with EU climate objectives such as those outlined in the European Green Deal and Climate Law. Podcasts and Webinars To expand its audience and make complex policies more accessible, LCPS has hosted several digital events and webinars. These include the “Reform Talks” series focused on anti-corruption, decentralization, and public procurement—all issues prioritized in the EU–Lebanon partnership. Specialized webinars have also addressed Lebanon’s environmental crisis and energy transition, featuring both local and European experts. Public Engagement Campaigns and Advocacy LCPS has supported public education around Lebanon’s commitments under the EU–World Bank–UN 3RF recovery framework through simplified explainers, infographics, and visual content. Other campaigns have focused on helping municipalities understand the new public procurement law, highlighting how the law promotes transparency and efficiency in line with EU reform standards. Events and Stakeholder Dialogues LCPS regularly organizes and participates in high-level roundtables and policy dialogues with the EU Delegation to Lebanon, parliamentarians, civil society leaders, and subject matter experts. These events often focus on Lebanon’s reform trajectory and the role of EU-backed mechanisms in shaping governance, energy, and environmental strategies. Digital Tools and Visual Content To make its research more accessible, LCPS produces infographics, animated videos, and data visualizations that break down complex policies related to transparency, climate adaptation, and decentralization. These tools have proven effective in reaching a wider Lebanese audience and supporting EU-aligned educational efforts. Social Media Communication LCPS uses platforms like Twitter, Instagram, and Facebook to disseminate short-form content, policy highlights, and simplified updates on key reforms and issues, including climate change, energy transition, refugee policy, and governance—all areas where the EU plays a significant role in Lebanon.
