Mission & Goals

COGEN Europe's mission is to work with EU institutions and stakeholders to shape better policies and eliminate administrative, regulatory and market barriers to the wider use of cogeneration in Europe. We believe a reliable, affordable and climate-friendly energy system can be built with the following collaborative efforts: - building a robust evidence-base demonstrating the benefits of cogeneration; - using the expertise of its membership; and - establishing strong coalitions and partnerships. Cogeneration (also known as combined heat and power or CHP) is the simultaneous production of electricity and thermal energy, for example to be used in further economic processes. In order to maximise the many benefits that arise from the adoption of CHP, systems should be designed and located close to the demand for heat.

EU Legislative Interests

The cogeneration sector is committed to the creation of a resilient, decentralised, integrated and carbon neutral European energy system by 2050 with cogeneration as its backbone, empowering European citizens and industry to generate their own efficient, reliable and affordable clean heat and power locally. Achieving this vision will require more than doubling by 2050 the capacity of cogeneration in the EU energy mix as a central solution to deliver a net-zero emissions economy: - bringing together heat, electricity and gas networks at local level, - allowing the resource-efficient integration of substantial amounts of renewable energy, - efficiently using energy sources such as biomass, low-carbon and renewable gases, including hydrogen, as well as geothermal, solar energy, waste heat and residual waste, while developing carbon capture and utilization solutions, - complementing energy system electrification, by providing affordable energy when and where needed, - and enabling a cost-effective energy transition towards a sustainable future, fostering local jobs and the global competitiveness of the EU economy, - for citizens, small businesses, industry and local communities. Main EU legislative proposals/policies targeted: Clean Industrial Deal, Net Zero Industry Act, EU-ETS (I & II), Energy Efficiency Directive, Renewable Energy Directive, Energy Performance of Buildings Directive, Industrial Emissions Directive, Eco-design of products and Energy Labelling legislation, Smart Grids and decentralisation of the energy system agenda, Electricity Market Design, Electricity Grid Connection Network Codes, Medium Combustion Plant Directive, Circular Economy, Taxonomy Regulation, Energy Taxation Directive, Construction Products Regulation, Energy and Environmental State Aid Guidelines.

Communication Activities

COGEN Europe organises an Annual Conference each year. The event offers a unique opportunity for industry representatives and other stakeholders to discuss the role of cogeneration in the context of Europe’s transition to an efficient, resilient and climate-friendly energy system which meets the needs of households, industry and other energy users.
