Mission & Goals
TECNALIA, Research & Innovation, is the largest applied research and technological development centre in southern Europe and a member of the Basque Research and Technology Alliance (BRTA). We collaborate with companies and institutions to improve their competitiveness, people’s quality of life, and achieve sustainable growth. We do this thanks to people passionate about technology, who anticipate challenges and are committed to building a better society. We are the leading private organization in southern Europe in terms of recruitment, participation, and leadership in the European Commission’s Horizon Europe program, and the fourth in European patent applications. Our Mision: To transform technological research into prosperity. Our Vision: To anticipate the future as the leading agent of transformation in companies and society, adapting them to the challenges of an ever faster evolving world.
EU Legislative Interests
1) Examples of the most recent EU initiatives, policies and strategies targeted: - EC Regulation Proposal: Establishing the European Competitiveness Fund (ECF), including the Specific Programme for Defence Research & Innovation Activities (2028-2034). - EC Regulation Proposal: Establishing Horizon Europe (FP10). - EC Regulation Proposal: Establishing the Specific Programme of Horizon Europe (FP10). - European Research Area Act. - Innovation Act. - EC’s new strategy on Research and Technology Infrastructures (RTIs). 2) Main EU programmes targeted: - Horizon Europe. - Digital Europe. - Erasmus. - Life. - EuropeAid. 3) Other initiatives/sources followed: - European Commission Annual Work Programme and Roadmaps - European Commission Impact Assessment webpage - European Parliament Legislative Observatory - EUR-Lex database
Communication Activities
TECNALIA is a key agent in the ERA - European Research Area. TECNALIA actively participates in the governing bodies of several European Technology Platforms, Partnerships, Associations, etc. A notable milestone in 2025 was that our Maneging Director, Mr. Jesús Valero, took the Presidency of EARTO, the leading European Association of Research and Technology Organisations. Since then, our organisation has been working in a very active manner to contribute to the position papers, reactions and recommendations published by EARTO about the future European policies and programmes supporting R&D&I. In FP7, TECNALIA partnered in 377 projects coordinating 81 of them; in H2020 TECNALIA partnered in 353 projects coordinating 73 of them. Regarding Horizon Europe, up to the end of 2025, TECNALIA participates in 196 projects coordinating 31 of them.
